China News Service, Hong Kong, January 16-The Hong Kong Special Administrative Region government issued a press release on the 16th, expressing extreme anger at the so-called "sanctions" imposed by the United States on six central and SAR government officials.

The SAR government severely accused the U.S. State Department of implementing coercive measures against six central and SAR government officials in accordance with the so-called "Presidential Executive Order on the Normalization of Hong Kong," and pointed out that this was a result of the enactment of the Hong Kong National Security Law on June 30, 2020. The latest examples of the government interfering in the internal affairs of the People’s Republic of China and obstructing the SAR authorities’ actions to safeguard national security are absurd and despicable.

A spokesperson for the SAR government pointed out that since the implementation of the Hong Kong National Security Law, the US government has used various incidents and excuses to slander the Hong Kong National Security Law, and wantonly attack the People’s Republic of China and the SAR authorities that are responsible, loyal, and lawfully implement the Hong Kong National Security Law, causing the SAR The government has to wonder whether the Hong Kong National Security Law has touched the pain points of foreign countries and foreign forces.

The spokesperson pointed out that in fact, during the months of anti-government unrest and widespread violence in Hong Kong in 2019, and even after the implementation of the Hong Kong National Security Law, we all saw the U.S. Congress and the White House using human rights, democracy and autonomy as excuses. It has successively enacted laws against the Hong Kong Special Administrative Region and announced various actions in accordance with the executive orders of the President of the United States.

After the recent incident in the US Capitol, many people in Hong Kong and the international community have clearly seen that the actions of the United States exposed its double standards and hypocrisy, and clearly violated international law and basic norms of international relations. They were also outraged by this.

The spokesperson said that the Secretary of Justice of the Hong Kong Special Administrative Region Government, Zheng Ruohua, pointed out at the 2020 International Law Seminar held on December 3 last year that the United States has taken "unilateral coercive measures against the central government and the SAR government officials in response to the implementation of the Hong Kong National Security Law." "It does not respect the non-intervention principle that has been followed internationally.

The spokesperson pointed out that it is an international practice to maintain national security through laws.

The Hong Kong National Security Law fully and accurately implements the principles of "one country, two systems", "Hong Kong people ruling Hong Kong" and a high degree of autonomy.

The Hong Kong National Security Law clearly lists four types of crimes and penalties that endanger national security.

At the same time, Hong Kong’s National Security Law has specific provisions to protect citizens’ rights and freedoms under the Basic Law and relevant international human rights conventions applicable to Hong Kong.

The law also embodies the presumption of innocence; the case will not be tried again; and criminal suspects, defendants and other litigation participants enjoy the right to defense and other litigation rights in accordance with the law.

The spokesperson pointed out that the SAR government has taken the trouble to point out to the United States the relevant provisions of the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China, including Article 12 which stipulates that the Hong Kong Special Administrative Region is a local administrative region of the People’s Republic of China that enjoys a high degree of autonomy. , Directly under the Central People's Government; and the "Constitution of the People's Republic of China" and the Hong Kong Basic Law together constitute the constitutional basis of the Hong Kong Special Administrative Region.

Unfortunately, the U.S. turned a deaf ear to this, and the relevant U.S. officials continued to choose to make unfounded and partial remarks for their own interests.

The spokesperson believes that the US government's claim that the so-called "sanctions" and "designation" of certain persons to impose punitive measures are in response to the formulation and implementation of the Hong Kong National Security Law, which is a completely untenable excuse.

The spokesperson severely condemned the US government for once again intimidating the central government and SAR government officials with economic, financial and other means, and deliberately disclosing their personal information.

The spokesperson said that the Chief Executive of the Hong Kong Special Administrative Region Carrie Lam, on behalf of all senior colleagues who were targeted by the US State Department in a series of actions since August last year, for the implementation of the Hong Kong National Security Law, said that such bad practices by the United States are completely illegal and violate established international laws. The principle will not succeed.

She and her colleagues have a glorious mission to prevent, stop, and punish behaviors and activities that endanger national security in accordance with the law, without fear of any threats.

The spokesman emphasized that the SAR government will fully support the central government in taking any appropriate countermeasures.
