  The reporter recently visited many main roads and communities in Dongcheng, Xicheng, Chaoyang, Fengtai and other districts and found that the old age scooters illegally traffic, occupy parking spaces, "flying line" charging and other chaos exist for a long time, causing some citizens and traffic participants Dissatisfaction.

  In Taiping Street, Xicheng District, in just a few tens of seconds, the reporter recorded the behavior of many old scooters disrupting traffic order: some were driving on motorized lanes, some were going retrograde on bicycle lanes, and some occupied motor vehicle parking. Near the north gate of Taoranting Park, many old scooters ignore the no-stop signs, and even close to the bus station, several vehicles are parked.

  The reporter learned that the old scooters have not been filed with the Ministry of Industry and Information Technology and fall within the scope of illegal electric three- and four-wheelers.

At present, most of the total number of old scooters in Beijing are for private use, and some old scooters have exceeded the scope of "mobility".

Some citizens report that they often see three or four people crowded in the car, and the drivers are all young or middle-aged.

In some remote subway stations, the old-fashioned scooter is used to "work on the ground" to make money.

  The old scooter is used by drivers as a motor vehicle on the road, but it is not regulated by relevant laws and regulations, and does not require a driver's license, license plate, annual inspection, and number restriction.

A car owner told reporters that the old scooter he drove had a mileage of 4,000 kilometers in only three months. The vehicle was easy to use and could avoid inspection as long as it did not drive to the main road.

  Old age scooter is also a headache for property management.

  The reporter visited and found that the price of four-wheeled old-fashioned scooter sold on the market is generally between 20,000 yuan and 40,000 yuan. The shape of the vehicle is similar to a small hatchback, and it can also be equipped with air conditioning and other facilities.

  The reporter visited an electric car store unannounced, and a four-wheeled scooter was parked in front of the store.

The sales staff confessed that the old scooter was not compliant, so it was not placed in the store showroom.

The reporter saw that this old scooter is a four-door hatchback with almost the same size and interior as a motor vehicle, but there is no seat belt in the front row, so it needs to be shared with the rear row.

  According to reports, the old scooters of this store are produced in Zhejiang, with a battery voltage of 72 volts and a maximum speed of 60 kilometers per hour.

Compared with the "national standard" requirements of electric bicycles (the nominal battery voltage does not exceed 48 volts and the maximum design speed does not exceed 25 kilometers per hour) requirements, the battery voltage and maximum speed of the old scooter are much higher.

  Therefore, the old scooters have great safety risks.

As early as 2016, the China Consumers Association issued consumer warnings and conducted safety crash tests on three older scooters.

The reporter learned that some merchants who illegally sell old scooters park their vehicles on the side of the road, creating a state of "unclaimed" vehicles. Some businesses sell old scooters in an assembled form to avoid law enforcement by market supervision departments; On the road, some old scooter drivers are extremely uncooperative with the traffic control department, which affects the effect of law enforcement.

  The reporter was informed that in this regard, relevant departments in Beijing have carried out special rectification actions since December last year.

Among them, the market supervision department concentrated on cracking down on illegal activities in the production and sale of electric three- and four-wheeled vehicles without state permission; the public security department increased the intensity of inspections and inspections at public security checkpoints around Beijing and rural checkpoints in Beijing, focusing on intercepting and checking illegal electric three-wheelers. , Four-wheeled vehicles, batteries and other accessories to prevent illegal vehicles from entering Beijing.

  As of January 9, the market supervision department has filed 6 cases of illegal sales and impounded 160 illegal electric three- and four-wheelers. The relevant cases are under further investigation.

At the same time, relevant e-commerce platforms are required to take measures not to sell illegal motor vehicles to Beijing.

  The Beijing police, in conjunction with transportation and urban management departments, carried out joint law enforcement and comprehensive rectification, and adopted measures such as dynamic deployment and control and card control during peak hours to obtain evidence at the same time for illegal operations, illegal use of the road, and disorderly behaviors. 160 passenger disturbers, seized and handed over 94 vehicles of various types.

At the same time, in response to the seized illegal vehicles, the police quickly launched investigations and crackdowns on those vehicles that were not registered with the Ministry of Industry and Information Technology and met the filing standards.
