Professor Xu Jian, vice dean of the China Institute of Urban Governance at Shanghai Jiaotong University, led the research team with the academic team of Professor G. Thomas Goodnight of the Annaberg School of Communication of the University of Southern California to jointly carry out international cooperative research. Various statistical standards provide a set of objective and scientific evaluation index systems for international cultural metropolises.

The research team selected 50 representative international cultural metropolises for evaluation. All data were sourced from official government websites, urban cultural yearbooks, and statistical data from authoritative organizations such as UNESCO and the World Bank.

In this report, the top ten cities are: New York, London, Tokyo, Paris, San Francisco, Beijing, Los Angeles, Shanghai, Seoul and Berlin.

Shanghai has risen from the ninth place in the first international cultural metropolis evaluation in 2019 to the eighth place. Among the ten first-level indicators, Shanghai has five indicators ranked in the top ten, ranking third in the “cultural tourism” indicator. Second to Tokyo and Paris; “Public Cultural Participation” ranks fourth, second only to New York, Paris, and Beijing; “Cultural Education” ranks eighth; “Internet Development” ranks seventh, highlighting the advantages of mobile networks; “Public Cultural Supply” Ranked tenth, reflecting the potential for latecomers.

Beijing has risen from the seventh place in the first international cultural metropolis evaluation in 2019 to the sixth place. Among the ten first-level indicators, Beijing has seven indicators among the top ten.

In addition, among the 50 representative international cultural metropolises, Hong Kong ranks 15, Guangzhou ranks 31, and Taipei ranks 35.

Xu Jian pointed out that Shanghai’s construction as an international cultural metropolis has reached the standards of an international cultural metropolis in terms of basic cultural facilities and overall layout after the “13th Five-Year Plan”, but it is comparable to famous global cities such as New York and London. In contrast, Shanghai’s global urban core identification system has not yet been established.

If Shanghai wants to build its own global urban cultural identity, the key support is the cultivation of core cultural industries, and the first layout in the emerging fields in the future.

In addition, the top global cities without exception have their own super cultural landmarks. Cultural landmarks are not only the spatial carrier of the urban spirit and city image, but also the symbols of the global people's recognition of the city. Shanghai has formed cultural landmark areas such as the Bund, but lacks substantive cultural activities to participate in, and currently lacks functional super cultural landmarks. Xu Jian suggested that on the basis that the Bund has become a symbol of Shanghai's cultural imagination of the global public, further realize the extension of space, and rely on the development of the network content industry to build the 45-kilometer Huangpu River into a super cultural landmark of Shanghai.
