  According to the Information Service of the Hong Kong Special Administrative Region Government, the advisory expert committee was established in accordance with the Hong Kong law "Prevention and Control of Diseases (Use of Vaccines) Regulations" (Chapter 599K) ("Regulations").

Under the current public health emergency, the Regulations provide a legal framework for the emergency use of new crown vaccines that meet safety, efficacy and quality requirements.

The Regulation empowers the Secretary for Food and Health of the SAR Government to authorize the use of a new crown vaccine based on objective medical data, the professional opinions of the advisory expert committee, and the approval of drug regulatory agencies outside Hong Kong (including emergency use). This vaccine is approved for specified use in Hong Kong in emergency situations, including the vaccination program implemented by the SAR government.

The advisory expert committee is convened by Liu Zexing. The members have extensive experience in public health, infectious diseases, immunology, drug monitoring and clinical medicine.
