Ministry of Civil Affairs of China: The main objectives and tasks of the 13th Five-Year Plan have been fully completed

  China News Service, Beijing, December 26 (Reporter Wang Zumin) The reporter learned from the National Civil Affairs Video Conference held on the 26th by the Ministry of Civil Affairs of China that in 2020, China's civil affairs departments at all levels will go all out to fight the epidemic, fight the flood, and seek bottom lines. To maintain stability and promote development, new progress has been made in various tasks, and the main objectives and tasks of the 13th Five-Year Plan have been fully completed.

  The meeting on that day summarized the new progress made in China's civil affairs work in 2020.

  This year, the poverty alleviation guarantee was firm and strong, and 19.36 million registered poor people were included in the assistance guarantee.

Breakthroughs have been made in the reform and development of the social assistance system. The urban and rural subsistence allowance standards have reached 665 yuan per capita per month (RMB, the same below) and 5842 yuan per year, an increase of 7.7% and 11.3% year-on-year.

The basic living standards of the extremely poor in urban and rural areas reached RMB 10,775 and RMB 8,230 per capita each year, an increase of 11.4% and 12.8% year-on-year.

  This year, 247,600 unsupported children were included in the national guarantee for the first time, and the living allowance and nursing allowance for the disabled benefited 11.529 million and 14.327 million respectively.

It rescued 661,000 vagrants and beggars, helped 12989 people find their relatives successfully, and 17916 long-term stranded people were settled and resettled.

  This year, the pace of development of elderly care services accelerated, with the number of beds for the elderly reaching 8.075 million, a year-on-year increase of 7%.

The coverage of comprehensive service facilities in urban and rural communities reached 96.4% and 83.7% respectively, an increase of 17.7% and 37.6% year-on-year.

The number of registered volunteers reached 180 million, accounting for more than 13% of the residents.

  The meeting also pointed out that in the past year, civil affairs departments at all levels have achieved outstanding results in the prevention and control of the new crown pneumonia epidemic. The civil service agencies in most provinces have zero cases and no infections. The epidemic affects the basic lives of groups with special difficulties to be effectively guaranteed.

China's civil affairs is advancing towards high quality and modernization.
