[Commentary] Just half a year after the promulgation and implementation of the Hong Kong National Security Law, a reporter from China News Agency interviewed Li Jiachao, the director of the Security Bureau of the Hong Kong Special Administrative Region Government.

Recalling the turmoil experienced by Hong Kong society over the past year, Li Jiachao is still vividly remembered.

He said that in the 23-year history of the Hong Kong Special Administrative Region, this is an unprecedented dark moment.

Everyone feels that Hong Kong experienced an era of hell after June last year (2019). Basically, our awareness of law-abiding has collapsed.

The broken bricks on the road can fill 48 basketball courts.

The railings of the demolished (horizontal) road were 50,000 meters long, which is equivalent to 125 buildings as high as the second phase of the IFC.

It seems reasonable to not pay for taking the subway.

The offender is more arrogant than the law-abiding person, and the person who beats is more arrogant than the one who is beaten, as if he is more right.

I feel it deeply, but also very heartache.

[Commentary] In the face of the intensifying black violence incident, Hong Kong police officers stepped forward to protect the peace and stability of Hong Kong.

On the front lines, apart from the attacks of the rioters, the initiation, harm and false remarks against police officers and their families have never stopped.

Like many police officers, Li Jiachao's personal privacy has also been made public.

But in his opinion, compared with the frontline police officers, the influence he has received is not worth mentioning.

[Concurrent] Li Jiachao, Secretary for Security, Hong Kong Special Administrative Region Government

My personal privacy has been disclosed, and the privacy of more than 3,700 police officers in the police force has been disclosed, including their families.

Everyone whose privacy is disclosed is subject to different influence attacks.

I was affected by (compared to) our 30,000 police officers.

Each of them is on the front line. In the face of attacks and threats to their lives, their family members are also affected in the back. The attack on them is too great, so I am very grateful to each of the police for keeping up. Post colleagues.

[Explanation] With the promulgation and implementation of the Hong Kong National Security Law on June 30, 2020, Hong Kong has taken an important step in the society from chaos to governance since the "Regulations Amendment Disturbance".

Li Jiachao said that the promulgation of the National Security Law has hit two "heavy punches" one after another against foreign forces that arrogantly intervened in Hong Kong affairs, and has achieved remarkable results in maintaining national security and social stability in the past six months.

The first is the short period before and after the National Security Law came into force. We noticed that some foreigners left Hong Kong in a hurry. Our assessment is that they are all people with intelligence background. They are all planning and organization. People.

So if they didn't mess up in Hong Kong, of course some local saboteurs would have much less power.

Another element is funding.

In the past, at the worst time, you saw that many thugs came out and all the equipment was comprehensive, but now because of the National Security Law, many of these funds have been stopped.

From five months after the implementation of the National Security Law to (compared to) five months before its implementation, the number of people arrested by the police (involving destructive crimes) fell by half.

[Explanation] Since officially joining the Hong Kong Police Force in 1977, Li Jiachao has 40 years of policing experience.

In his early years, he repeatedly solved major crimes in police departments such as criminal investigations and intelligence, and joined the Security Bureau 8 years ago to take over the handling of the 2014 "Occupy Central" incident and the 2019 "Regulations" incident. Li Jiachao has experienced Hundreds of battles.

However, when asked about the most meaningful and fulfilling thing he has done in his career, Li Jiachao did not hesitate.

[Concurrent] Li Jiachao, Secretary for Security, Hong Kong Special Administrative Region Government

You ask me what I think is the most meaningful. I used to think that in police work, I arrested a lot of people who committed major crimes. They should do it and have a lot of meaning. It is a great thing for social services.

But in terms of height, it has not been compared with the height of national security.

So now we have moved from the whole city, from a general public security matter, to a national level of safeguarding national security. This important responsibility, I think this is one of the most meaningful things.
