It was found that the final adjustment was made in the direction of submitting the draft ordinance to the city council with the opinion that it is difficult to find significance in.

Regarding IR, a group of citizens who oppose it collected more than 190,000 signatures, which exceeds the legal limit, and on the 23rd, requested Mayor Hayashi to enact an ordinance to hold a referendum.



Mayor Hayashi submits a draft ordinance to the city council based on the law, but at that time, attention was paid to what kind of opinion the mayor in the position of promoting the attraction would give.



Regarding IR, Mayor Hayashi said that the representative democracy is functioning soundly, such as discussions at the city council from various perspectives, and a system that reflects the will of the people, such as a council established by the city, has been put in place. It turned out that we are finally making adjustments in the direction of submitting the draft ordinance with the opinion that it is difficult to find significance in conducting a referendum, etc. ..
