Around 500 families of victims of the Covid-19 pandemic will file a civil complaint and claim one hundred million euros from the Italian state suspected of serious omissions in the management of the crisis, the media reported on Wednesday.

The complaint targets the head of government Giuseppe Conte, the Minister of Health Roberto Speranza and Attilio Fontana, president of Lombardy, the region most affected by the pandemic with nearly 25,000 of the 70,000 deaths recorded in Italy since February.

Several ongoing investigations

This civil complaint follows about 300 criminal complaints, according to an association of relatives of the victims at the origin of these legal proceedings, the Committee "Noi denunceremo" (we will denounce), filed in recent months, mainly with the Bergamo parquet (north).

The prosecution is conducting several separate investigations related to this tragedy.

The lawyers of "Noi denunceremo" blame "serious omissions to the regional public authorities in Lombardy and the central government" in the organization of the response to the pandemic, writes the local daily Bergamonews on Wednesday on its site.

Lack of an anti-pandemic plan and delays

They criticize, among other things, the absence of an updated national anti-pandemic plan and the delays in the creation of a "red zone" in February, comprising two municipalities of the department of Bergamo, Nembro and Alzano Lombardo, particularly affected by the coronavirus.

The first "red zones" were established at the end of February by decision of the Italian government and concerned around ten municipalities in Lombardy, in particular Codogno, the city of "patient number one".

At the beginning of March, the epidemic continued to spread, with two larger outbreaks, in the two municipalities of Nembro and Alzano but the red zone was only established there on March 9, the regional authorities and the government of Rome rejecting the responsibility for this delay.
