  Yesterday afternoon, a special press conference on healthy Beijing construction, a series of press conferences on the theme of "Reviewing the 13th Five-Year Plan and Looking Forward to the 14th Five-Year Plan" in Beijing was held.

A reporter from Beijing Youth Daily learned from the press conference that during the "13th Five-Year Plan" period, the governance system and governance capabilities in the health sector will be more modernized, the distribution of high-quality medical resources will be more balanced, and the health of the people in the capital will be steadily improved.

  Zhong Dongbo, Secretary of the Party Committee and Deputy Director (concurrently) of the Municipal Health Commission, introduced that the total amount of health resources and services in the city continues to grow.

In 2019, the number of medical and health institutions in the city reached 11,340, an increase of 915 over 2015, with an average annual growth rate of 2.1%.

In 2019, the city's medical and health institutions had a total of 264 million consultations and 4.35 million discharges.

In addition, the construction of the rule of law in the health sector in this city has been improved, and the distribution of medical and health resources has been continuously optimized.

  Regarding the comprehensive reform of public hospitals, the city's comprehensive reform of separation of medicines and medical consumption linkage was implemented smoothly.

Since the comprehensive reform of the separation of medicine in Beijing in 2017, the annual growth rate of medical expenses has been controlled at about 8%.

As of October 2020, the growth rate of primary outpatient clinics has been higher than that of secondary and tertiary hospitals for 43 consecutive months.

From June 2019 to October 2020, the comprehensive reform of medical consumption linkage was implemented, and medical expenses were reduced by 12.4% compared with the same period. The average cost of outpatient and emergency treatment and the average cost of discharged cases increased by 0.6% and 2.6% respectively in the year of implementation, achieving cost growth in 15 years The lowest rate, with annual savings of 1.3 billion yuan.

Carrying out the national drug centralized procurement pilot and the Beijing-Tianjin-Hebei medical consumables joint procurement, saving about 1.5 billion yuan in drug costs and about 500 million yuan in consumables in 2019.

Zhong Dongbo introduced that the infectious disease report and symptom monitoring system has covered more than 600 medical institutions in the city, 7 transportation hubs and 1,014 pharmacies have been used as monitoring sentinels, and the normalized monitoring mechanism for personnel in cold chain food, production and operation environments, and express delivery has been improved. Improved; the city has organized an epidemiological investigation team of 3,600 people, implemented 7×24 hours of emergency duty, and the investigation was completed within 24 hours; the city’s nucleic acid testing institutions increased to 241, with a daily detection capacity of 738,000.

Huang Chun, Secretary of the Party Committee and Deputy Director of the Municipal Center for Disease Control and Prevention, introduced that from January to November 2020, the number of reported cases of Class A and B infectious diseases in the city dropped by 32.8% compared with the same period last year.

The elderly population will reach 5 million by 2025

  According to Sun Liguo, vice president of the Municipal Aging Association, as of the end of 2019, the city's permanent elderly population was 3.713 million, accounting for 17.2% of the total permanent population; the registered elderly population was 3.677 million, accounting for 26.4% of the total registered population.

During the "14th Five-Year Plan" period, the city's elderly population will increase by 1 million, which will significantly exceed the growth rate during the "13th Five-Year Plan" period, and will reach 5 million in 2025, entering a period of moderate population aging.

As of November 2020, there are 544 elderly care institutions operating in the city, including 235 elderly care centers, 107,000 beds in elderly care institutions, and 1,005 elderly service stations.

The community pension service station focuses on meeting the diversified service needs of the disabled, demented, living alone and the elderly, and provides basic services such as inspection visits, day care, call services, and meal services.

  During the "Thirteenth Five-Year Plan" period, Beijing took the lead in the nation to develop the construction of friendly medical institutions for the elderly, with a total of 253 friendly medical institutions for the elderly.

The health management rate of the elderly has reached 69.6%. The elderly with registered residence over 65 can enjoy free physical examination, dementia risk screening (brain health examination), and free inoculation services for influenza vaccine and pneumococcal vaccine; elderly registered with centenarian can enjoy a value of 3,000 yuan Home health services, 544 elderly care institutions in the city have achieved full coverage of medical services.

  As of the end of November 2020, a total of 1,601 elevators have been installed in old residential buildings in the city.

Urban low-floor buses and urban barrier-free buses accounted for 85% and 73% of the total number of urban buses, respectively, and the target of social preferential treatment for the elderly has expanded to 60 to 64 years old.

In view of the problem that the elderly do not use smart phones, traditional service methods will be retained, and "non-smart" green channels will be opened for the elderly.
