Power as service, not indulging personal ambition.

It seems that this ideal has become a little closer after the latest legislative innovations.

State Duma deputies adopted in the third reading amendments on the administrative responsibility of officials for insulting citizens and people.

It is regrettable that this required a special piece of legislation.

But it is better this way, in different ways, it is impossible to reach the self-consciousness of some particularly outstanding personalities in high offices.

The official's rudeness has come to an end.

Comes.

The task before the drafters of the law was not an easy one.

All the same, an official is not quite an ordinary person, a priori a dodger, sometimes a master of words and gestures, can offend in such a way that everything is clear and understandable to everyone, and you will not undermine.

Therefore, the legislator had to "turn on the philologist" and expand the concept of "insult" to the necessary.

Banal humiliation of honor and dignity, expressed in an indecent form, is yesterday.

Now they will be punished for the form "contrary to generally accepted norms of morality and ethics."

And who will decide what is moral and what is not will be outraged by another hysterical of liberal, as a rule, convictions (do not feed these with bread, let them be indignant).

All rise, the court is in session.

Administrative Court.

He will decide.

However, officials do not need to be absolutely afraid of future verdicts (and they will).

It's not 1937, after all.

The measures are vegetarian, quite in the spirit of the times.

For a "simple" insult, an official will be fined up to 50 thousand rubles, the same in the media and on the network - up to 100 thousand. The same will punish those who could, but did not stop the insults.

The speaker of the State Duma explained the logic of the legislator.

“It is necessary to fight against rudeness.

Whoever it comes from.

If we talk about officials, about those who represent the authorities, they are given more, they have more demand.

But we need to make laws and decisions that would bring both rudeness and insults to a minimum, ”Vyacheslav Volodin said before the vote.

And he expressed reasonable fears that indulging in hype, swearing, which can be observed, for example, on the net, will lead to the fact that first children will master this Newspeak, and then the whole society.

Is this what we want?

“Taking such a decision, we are increasing this demand from those who work in the government, those who represent it,” the speaker noted.

And there is an important nuance here.

Fines are fines, but will they force all officials with dirty thoughts to cover their mouths?

One gets the impression that, humiliating the people, some of them are doing it "for the soul."

And for such a passion you can pay, they will not go broke.

Much more effective seems to be a measure that is a little lost among the amounts mentioned in the media - disqualification for a year, and in case of a repeated violation - for two years.

This is already serious.

Indeed, behind the purely technical term "disqualification" is literally a sacred category for an official - the deprivation of his own, albeit small, but power.

Yes, not for long, for a year or two, but there will be his expulsion from the top of Olympus, to which, in fact, you may not return.

They will take another, someone who better understands their social role.

And the very act of overthrow, I am sure, is terrible for such an official (who has something to overthrow for).

To suddenly stop being at the top, to lose belonging to the elite, to slide down to where the people are ... Brrrrr ...

Moreover, there is no reason to hope that the norm will remain inoperative.

The innovation is so significant that it was told about it in detail, in prime time, to all interested parties, to the whole country in the most understandable format for the people - on Channel One TV.

They say, keep in mind, people are kind, we ourselves are not like that, but who among us does not respect you, the people, we ourselves will punish him.

Here is the law.

A reasonable move.

Better to cleanse yourself than to allow resentment and anger to build up.

The lack of educating individuals should not cast a shadow on everyone.

It is interesting that when telling the people about the future punishments of his offenders, they also recalled the specific, most egregious facts of rudeness, which, in fact, forced them to accept the innovations.

In the top is the story that happened in the Irkutsk region, where the official Irina Alashkevich "ran over" people who turned to the president for help because of the flood in Tulun: “People, all this scourge has come.

You should have seen how they are dressed!

They sit warm, with a warm toilet, with a clean bed - something they didn't have in their barn. "

It was after this enchanting solo performance of the Siberian prima donna that Vladimir Putin asked "to do everything so that people do not see anything like this."

So they did it quickly.

But there was also Olga Glatskikh with her famous "the state did not ask you to give birth."

Let me remind you that Glatskikh was involved in youth policy on duty.

And where will her policy and, accordingly, the salary and privileges of the official be, if there are no newborns and, as a result, young people?

Glatskikh could not reach this second iteration with a thought.

Among other egregious examples is Natalya Sokolova, Minister of Labor, Employment and Migration of the Saratov Region, a popularizer of life worth 3.5 thousand rubles a month on “macaroshkas”.

People also remember the Volgograd deputy Hasan Nabiev, a millionaire, who asserted from a high rostrum that poor Russians are to blame for this and the state does not need to help them.

The director of a communal enterprise in the Bryansk region, Sergei Tsukanov, even promised a local resident to "slap in the snout" for her dissatisfaction with the snow removal.

One of the most famous (due to the high position of the defendant) was the story of the governor of Chuvashia, Mikhail Ignatiev, who mockingly forced an EMERCOM officer to jump for the keys from the car.

Sense of humor and measures then clearly changed the head of the region, and the degree of indignation in society turned out to be so high that the president of the Russian Federation had no choice but to dismiss him ... But it's time to stop.

Even the mere recitation of these vile stories is disgusting.

It is unlikely that the new law will educate the villains, make them different, but at least force them to restrain themselves.

And another important point.

The law, so necessary for the psychological health and social balance of society, was adopted without delay, as soon as the problem became full-length, without exchanging it for political points.

After all, there was a great temptation to time it for the fall elections of 2021, thus adding additional votes to the initiators in support.

However, no, we acted in the interests of the people.

We can when we want.
