A collective of animal defense associations is demanding that the emergency fund granted by the government return to small independent structures, strongly affected by the health crisis.

As part of the recovery plan, the Minister of Agriculture, Julien Denormandie released 14 million euros so that animal protection structures spread over French territory can continue their mission, finance campaigns for sterilization of cats and stray dogs, renovate, upgrade or build shelters.

Loss of a third of resources

“This money must return to the associations which are in the most urgent need.

This is specific to the recovery plan, ”said Nicolas Biscaye, volunteer president of Ethics For Animals, member of this associative collective, such as One Voice, L'Arche des associations and the Collectif chats et compagnie.

"This should allow more than 3,000 structures without refuge which take care of many animals to continue their mission because they do not have the same financial base as large structures like the SPA," he adds.

In addition, if these associations were to close "the large structures should absorb these animals and it is feared that this is not possible".

Between 2019 and 2020, these associations lost 32% of their resources and 75% are operating just in time.

From January 2, associations will be able to submit their file to the departmental directorates for the protection of populations (DDPP) and request between 2,000 and 300,000 euros.

Quickly organize the management of stray cats

As for the stray cats which proliferated during confinement, the collective is asking the mayors to issue the associations practicing their sterilization an authorization to catch them.

“Out of 36,000 French municipalities, there are around 3,000 that have given this authorization.

We ask them to sign these authorizations as quickly as possible, even by email, to associations which will request them, ”concludes Nicolas Biscaye.
