On July 12, 2019, Wu Qiang organized 630 candidates to register for the 2019 National Computer Rank Examination through Wang Liming.
After some conspiracy, Wang Liming understood and arranged these candidates individually in the 05 and 06 examination rooms of a certain university in Shandong.
At about 11 o'clock on September 20 of the same year, when the examination room staff transported the national computer rank examination questions back to the test site, Wang Liming handed the official question bank data and the two "dongles" necessary for the examination to Wu Qiang in his office.
After "Baby" got his hands, Wu Qiang set up a fake test room in the computer room of a financial college of a university in Jinan that he cooperated with, and hired a gunman to answer the test questions instead of 474 candidates.
After the exam on the afternoon of September 22 of the same year, Wu Qiang found Wang Liming, returned the two "dongles", and handed him a mobile hard drive containing the gunman's answer data packet.
According to Wu Qiang's explanation, Wang Liming imported the data package provided by him into the computer room server of the school, replacing the original data packages of the 05 and 06 test rooms, and then carved them into a CD along with the answer data of other test rooms.
Later, Wang Liming put the engraved CD, the "dongle", the file containing the password of the exam system administrator and the special U disk back into the secret box in the secret room.
On the morning of September 23 of the same year, Wang Liming sent the confidential box to the self-examination office of Jinan City.
In this way, the false answer data provided by Wu Qiang was finally transmitted to the National Examination Center.

Wu Qiang felt that something was wrong, did he organize cheating on his own?
Without further ado, Wu Qiang quickly contacted Wang Liming and asked him to process the check-in form of the examination room and copy out the surveillance video on the day of the examination to make changes.
It’s just that Wu Qiang couldn’t figure out how the two cooperated seamlessly. Where did the cheating behavior show up?
It turned out that before the announcement of the test results, the examination center of the Ministry of Education, which hosted the National Computer Rank Examination, found that the results of the two examination centers of a certain university of science and technology in Shandong were abnormal, which was significantly higher than the normal examination pass rate.
Subsequently, the examination center will report this situation to the Shandong Education Enrollment and Examination Institute.
The Shandong Provincial Examinations Institute obtained and checked the video, asked some of the school candidates, and found out about the situation on the spot, and found that there was "there is a problem" and notified the school.
During an internal investigation at the school, Wang Liming admitted to leaking the test questions and replacing the test taker’s report.

After the case was transferred for prosecution, in the face of interrogation, Wu Qiang never admitted the crime.

Subsequently, the prosecutor handling the case listed a detailed supplementary investigation outline to the public security organs, guiding the investigation and collecting evidence from aspects such as verifying the determined number of people who participated in the examination, the action track of Wu Qiang's organization of cheating, and the physical address of the true and false test data.
After obtaining the national computer rank examination examination room schedule organized by the school and the information about the candidates arranged in each examination room and each batch, the police finally determined the actual number of candidates taking the exam and the 474 transcripts that appeared in the exam Obviously inconsistent.
By investigating Wu Qiang's driving trajectory, combined with relevant witness testimony, it was confirmed that he had set up another test room on the day of the test and gave the gunman's answer data to Wang Liming.
Afterwards, the police went to the examination center of the Ministry of Education to obtain key evidence. After communication and contact with various parties, they finally obtained the feature code of the examination machine for 474 candidates in the examination room provided by the Ministry of Education, including the physical address of the examination machine used by each examinee. .
After unremitting efforts, the police finally found out that the physical address of Wang Liming's electronic answer sheet handed in by the test center was obviously different from the physical address of the test center that day, and was completely consistent with the physical address of the computer in the computer room in Wu Qiang's other test room.
Combined with other evidence such as traces of revisions in the surveillance video of the examination room, Wang Liming’s confession, witness testimony, etc., it can be confirmed that Wu Qiang and Wang Liming jointly planned the organized and premeditated cheating on the exam.
Before the evidence, the defendant gave up resistance in court
In the court, when the prosecutor put the evidence in front of Wu Qiang, he froze for a moment, and muttered: "I am not guilty, I did not break the law, I did nothing..." In August of this year, the Jinan High-tech Zone Procuratorate prosecuted Wang Liming and Wu Qiang, and put forward corresponding sentencing recommendations based on circumstances such as surrendering, returning the stolen goods, and pleading guilty to punishment.
A few days ago, the court adopted all the prosecution’s allegations after trial and sentenced the defendant Wang Liming to ten months’ imprisonment for the crime of deliberately leaking state secrets; and sentenced the defendant Wu Qiang to ten months’ imprisonment for the crime of illegally obtaining state secrets.
After the verdict was pronounced in the first instance, the two agreed in court and did not appeal.
Although the case was concluded, it also indirectly exposed the school's irregular management of examinations.
In response to this problem, the Procuratorate of Jinan High-tech Zone issued procuratorial recommendations to the college involved, suggesting that the school put forward specific opinions on establishing and improving the confidentiality and security system, strictly sealing examination data, strengthening the training and management of examination staff, etc., and extensively carry out legal education, and further Standardize the examination procedures and continuously enhance the awareness of confidentiality to prevent such cases from happening.
