Why is it left idle for 3 years with an investment of 120 million yuan?

What's the secret behind the "Sleeping Bridge"?

At the intersection of the three cities of Dongguan, Huizhou and Guangzhou in Guangdong, there is a Red Sea Bridge, which is a highway bridge connecting the north and south sides of the Dongjiang River.

However, after the bridge was completed and accepted in 2017, three years have passed, but it has not been officially put into use for a long time, and it has been idle for a long time. What is going on?

Guangdong: The Red Sea Bridge was built three years ago, and the people complained about inconvenience

On the morning of December 7, the reporter saw at the scene that the Red Sea Bridge was open to traffic without enclosures on the north and south sides.

However, the reporter crouched and discovered that only a few trucks from a nearby logistics base passed on the bridge, and the bridge was basically idle.

Residents nearby reported that the bridge was completed in 2017, but there is no supporting road at its northern end. Pedestrians and motorcycles can only get on the bridge by overturning the soil slope, and motor vehicles cannot get on the bridge at all.

The reporter got a copy of the "Guangdong Shilong Railway International Logistics Base Industrial Park Master Plan 2017-2035" issued by the Guangdong Provincial Development and Reform Commission, which plans the Red Sea Bridge and the northern end of the area into a logistics industrial park.

Several roads are designed at the north end of the bridge, which can lead to Zengcheng, Guangzhou and Boluo, Huizhou.

But the state of the scene does not match the design of the plan.

The CCTV reporter from the main station came to the north end of the Red Sea Bridge. It can be seen on the scene that there is a banana forest on the west side, and there is no road to walk on; there is a wall on the north side that is solidly here, and there is no road to walk on; A broken road with a length of only four to five hundred meters.

In other words, after the completion of the entire Red Sea Bridge, its northern end cannot be connected to various places.

It is understood that the total length of the Red Sea Bridge is 687 meters, and the total project investment is about 120 million yuan.

Construction of the project started in 2013, completed in 2017 and organized for acceptance. However, it has been idle for 3 years after its completion, which aroused doubts from nearby residents.

Guangdong: Promoting the construction of Honghai Bridge, supporting roads in difficult situations involving land in three cities

In fact, the Red Sea Bridge itself has been built and has the conditions for opening to traffic. The core problem now is that the municipal roads supporting it are not connected, which causes inconvenience for residents to travel.

What is the reason why these roads have not been opened?

According to reports, Dongguan City has an enclave of 900 acres on the north side of the Dongjiang River, which is the northern end of the Red Sea Bridge.

In order to do a good job in the development of this enclave, Dongguan City began to construct the Red Sea Bridge in 2013.

During the construction of the bridge, including 377 acres of the nearly 900 acres of land in Dongguan City, as well as surrounding land including Zengcheng District, Guangzhou and Boluo County, Huizhou, a total of 2913 acres were planned as the "Guangdong Shilong Railway International Logistics Base Industrial Park" ".

Why didn't the road planning be included when the bridge was built?

Ye Zhenhua, a member of the Party Committee of Shilong Town, Dongguan City, Guangdong Province, said that the Red Sea Bridge was included in the planning of the logistics industry park only during the construction process.

Therefore, the construction of supporting roads and the construction of the Red Sea Bridge are two different projects, and they are not planned at the same time.

According to the principle of territorial management, the city will be responsible for the construction of supporting roads within the scope of the municipal district where the road is planned.

Zhang Dihan, Chief Engineer of the Transportation Bureau of Zengcheng District, Guangzhou City, Guangdong Province: This area has more arable land and basic farmland, so the procedure is relatively longer.

Reporter: But three years have passed since 2017. Why hasn't it been determined?

Zhang Dihan, Chief Engineer of the Transportation Bureau of Zengcheng District, Guangzhou City, Guangdong: The time required for coordination is indeed a bit long.

Because of the issues related to the protection of basic farmland, the nature of the land in this area has not been changed from "basic farmland protection area" to "land for transportation construction", so there is no way to build supporting roads.

And why is the side that connects with Shiwan Town, Huizhou City also become a dead end road?

Zhou Weiguang, a member of the Shiwan Town Party Committee, Boluo County, Huizhou City, Guangdong: Honghai Road in Shiwan, Huizhou, which is also the planned North Road in the province, enters the Shilong area of Dongguan after this section.

We completed the repair here in 2016. If you want to connect to the Red Sea Bridge, Shilong needs to build the supporting roads and connect them to the boundaries of our administrative region.

Then why didn't Shilong Town repair the road?

Ye Zhenhua, a member of the Party Committee of Shilong Town, Dongguan City, Guangdong Province, said that because the road network is mainly used for supporting the logistics park and the industry has not been specifically perfected, the road network should also be implemented according to the overall planning of the city, because the road network is mainly in the park. Internal roads.

Guangdong: Tripartite game seeks consensus

Although the three places have said they have encountered different difficulties, the reality is that the 120 million yuan bridge has been idle for three years. This not only caused a waste of resources, but also faced many inconveniences for local residents to travel.

Currently, the supporting roads of the Red Sea Bridge should be built as soon as possible. Is there a solution now?

According to the relevant person in charge of Zengcheng District, Guangzhou, the supporting road connecting the Red Sea Bridge to the north and Zengcheng District has been included in the plan as a connecting line of the provincial expressway Huaguan Expressway to solve the problem of changing the nature of land.

Currently, the transportation departments of Guangzhou and Huizhou are carrying out feasibility studies of the project, and plan to submit the research results by the end of this year. The road to the west has not yet been planned.

Zhang Dihan, chief engineer of the Transportation Bureau of Zengcheng District, Guangzhou City, Guangdong Province, said that next they will coordinate land use issues with the transportation departments of several places, including the planning and land departments, and then further communicate with Dongguan and Huizhou.

Shilong Town, Dongguan City is also trying to solve the problem that the supporting roads in the park cannot be advanced due to industrial uncertainty.

Dongguan City stated that it will speed up the land acquisition and supply of planned connection roads, implement the construction of the connection road project, and confirm that it will connect with the roads in Shiwan Town, Huizhou before May 1, 2021.

In response to the current residents’ eagerness to have roads connected to the Red Sea Bridge, Huizhou, Dongguan, and Guangzhou have held supporting road connection work coordination meetings, and it is determined that a temporary road will be built on the east and west sides of the north end of the Red Sea Bridge. The bridge is connected to facilitate the passage of residents and vehicles, and related construction work is in progress.

Zhou Weiguang, a member of the Party Committee of Shiwan Town, Boluo County, Huizhou City, Guangdong Province, said that a temporary road will be made first to facilitate the people to travel in and out of Shiwan. Construction will start on November 22 and strive to work overtime to complete it before New Year's Day.
