  Changzhou Xinbei: Prosecutors recommend to promote special rectification of high-altitude parabolas around campus

  "Bang!" On the afternoon of June 27 this year, a certain class of the elementary school was having a physical education class on the playground. A bag of bones was suddenly smashed into a 33-story 100-meter-high building nearby. Fortunately, teachers and students were not injured.

  Two hours later, the Xinbei District Procuratorate learned of the clues from the public welfare observers and immediately dispatched personnel to the scene.

After investigation, the school is located on the edge of a community, and residents near the playground often throw debris, including cutting boards, wooden boards, and brooms.

The surrounding people and school teachers and students have repeatedly complained to the property company to no avail.

  "According to the "Opinions on Properly Trial of High-altitude Throwing and Falling Objects Cases" in accordance with the law, the high-altitude throwing behavior of the residents of this community may be suspected of criminal offences." Cai Liangliang, deputy prosecutor of the New Taipei District Procuratorate, believes.

On the night of the incident, the case-handling personnel of the two departments of the court's public interest litigation and criminal prosecution set up a joint case-handling team. After exchanging opinions and reaching a consensus, the clues of the case were transferred to the public security organ for filing overnight.

  Subsequently, the court visited the housing construction and education departments in the jurisdiction, and delivered a procuratorial proposal, suggesting that special treatment should be carried out.

After the procuratorial recommendations were issued, they attracted great attention from the two units.

  The District Education Bureau issued a document to the district’s primary and secondary schools and kindergartens to carry out a one-month special action to investigate the risks of falling objects from heights, requiring investigation and rectification from three aspects: the exterior walls of school buildings, indoor and outdoor hanging objects, and high-altitude throwing objects around the campus.

At present, 91 schools in the district have established a leading group for anti-falling objects and an emergency organization system, established and improved emergency plans for falling objects from heights, investigated and corrected 41 hidden dangers, and installed 12 high-definition monitoring facilities.

In addition, the risk prevention of falling objects from heights is included in the school safety education curriculum.

  The District Housing and Urban-Rural Development Bureau convened the person in charge of the property management departments of all towns and sub-districts to hold a special meeting, and issued the "Notice on Carrying out the Special Treatment of High-altitude Parabolic Residential Districts" to deploy a one-month special treatment.

Up to now, a total of 77 sets of monitoring equipment have been added to 212 residential communities in the district, 10,659 posters have been posted, and 2811 high-altitude parabolic warning signs have been set up.
