According to investigations, from September 2018 to March 2020, Xingtai Wei County Runmin Biotechnology Hebei Co., Ltd. (referred to as Runmin Company) illegally produced pesticides without obtaining the qualifications for pesticide production and operation in order to obtain illegal benefits. 488.065 tons of chlorfenapyr was illegally sold to 47 companies and individuals in 6 regions across the country, with a sales amount of more than 140 million yuan.
In order to obtain greater benefits, the criminal suspect Li Moucheng (actual controller of Runmin Company) instructed the criminal suspect Liu Mou (general manager of Runmin Company) to dispose of the waste liquid generated during the production of chlorfenapyr.
From March 2019 to March 2020, Lu Moufei and other criminal suspects dumped the waste liquid produced by the company to 5 counties in Xindu District, Development Zone, Renze District, Nanhe District, and Longyao County of Xingtai City ( Area).
After the Xindu District (formerly Xingtai County) Public Security Bureau arrested the main persons involved in the environmental pollution case of Runmin Company in accordance with the law, the defendant Runmin Company was suspected of illegal business operations and environmental pollution, and 31 people including the defendant Li Moucheng were suspected. Crimes of illegal business operations, environmental pollution, fraud, sheltering, and helping to destroy evidence were transferred to Xindu District People’s Procuratorate for review and prosecution on July 28, 2020.
The Xindu District People’s Procuratorate filed a public prosecution with Xindu District People’s Court on August 14, 2020, and filed a criminal incidental civil public interest lawsuit with Xindu District People’s Court on September 15.
Currently, the case is under trial.
In accordance with the cadre management authority, the relevant units and personnel involved in the case shall be held accountable and accountable in accordance with the "Chinese Communist Party Accountability Regulations", "The Chinese Communist Party Disciplinary Measures", "Party and Government Leading Cadres Responsibility for Ecological Environment Damage (Trial)" and other relevant regulations .
A total of 36 people were held accountable, 31 people were given party discipline and government sanctions (including 6 people who were removed from office), 3 people were exhorted to talk, and 2 people were criticized and educated.
Two people were transferred to the judicial authorities for handling on suspicion of malfeasance or bribery.
In order to ensure that the illegal dumping of waste liquid by Runmin Company is scientific, standardized, and thoroughly disposed of, Xingtai City commissioned a professional organization to conduct environmental damage assessment and identification, and under the guidance of experts, carried out soil excavation, environmental monitoring, ecological restoration, etc. , Entrusted qualified units to carry out harmless disposal of soil excavation and unsuccessful dumping of waste liquid. At the same time, we carried out a carpet inspection of the company’s factory area and entrusted qualified units to carry out harmless disposal of items with unknown attributes as hazardous waste. .
While investigating the case of Runmin, the city carried out a comprehensive investigation and remediation.
It has further improved the comprehensive, full-chain hazardous waste management system and mechanism of multi-departmental joint management, improved the supervision system, worked hard to eliminate all hidden dangers of environmental pollution, and resolutely eliminated similar problems.
