Almost 400 new incidents reported.

After a new meeting between Jean-Michel Blanquer and the academic referents “Values ​​of the Republic”, this Thursday, the precise assessment of the incidents which occurred during the homage to Samuel Paty, professor of history and geography of 47 years assassinated in Conflans -Sainte-Honorine after showing his students caricatures of the Prophet Muhammad, could be established.

As of November 2-3, 400 incidents had been reported.

From November 4 to the end of that same month, 393 more facts were reported.

These are mainly provocations, disputes or apologies for terrorism, according to the report transmitted by the Ministry of National Education.

Almost half of all college incidents

Forty-eight percent of these facts were reported in college, 23% in primary, 18% in general and technological high school and 11% in vocational high school.

90% (714 facts) were committed by students, 60 facts involve parents, the other facts were carried out by individuals outside the establishment, one of which was by municipal staff.

As of November 18, 44 definitive exclusions have been declared by schools, as well as 131 temporary exclusions, 4 reprimands and 48 warnings.

In addition, 286 reports were made to the police and gendarmerie services and 136 to the public prosecutors.

The institution deemed responsive but weak on social media monitoring

In its report, looking at the events that occurred in Samuel Paty's college before his assassination, the General Inspectorate of Education confirmed on Thursday the responsiveness of the institution's support but underlines a lack of monitoring of the networks social.

"The reconstruction of the course of events tends to show that, both at the level of the establishment, as well as at the departmental and academic levels, measures were taken with reactivity to manage the disturbance initially caused by the course on the freedom of expression of Samuel Paty ”, writes the General Inspectorate of Education.

The principal of the college "accompanied the professor the next day Tuesday when she received a first reaction from a mother of a pupil" and alerted the academy "from Thursday 8 even before having met the father of the pupil and the individual accompanying him ”.

The 22-page report also points to weaknesses, such as the lack of social media monitoring.

“Social media monitoring units” set up

After Samuel Paty's lessons, the controversy, notably via the video of the father of a student, was particularly relayed on social networks.

But the report notes that the alert was given "by parents of students or by a teacher".

Pointing therefore to a deficit of the institution, the report considers that "it appears necessary to set up or increase the power of monitoring cells for social networks".

The report also reviews the exchange of information and recommends "to increase the fluidity and reciprocity of the exchange of information between the different levels of the services of the Ministry of National Education and those of the Ministry of the Interior in such a way, in particular, to allow an assessment of the degree of seriousness of an event ”.
