The "Notice" will come into effect on December 1, 2020, and will be valid until December 31, 2024.
The optimization of this policy, for all kinds of talents introduced by employers in the Lingang New Area of the Free Trade Zone, on the basis of the current policy of shortening the life of transferees, has tried out a more relaxed evaluation standard.
For 36 months accumulated in the most recent 4 years and in the month of declaration, the base amount of urban social insurance paid in this city has reached twice the average salary of urban employees in this city in the previous year, and they are not restricted by job title or professional qualification level when applying for relocation.
For the talents introduced by employers in Zhangjiang Science City, the period of transference will be shortened from 7 years to 5 years (among which, the working time in Zhangjiang Science City shall not be less than 3 years); the period of transference for key industries of Zhangjiang Science City will be reduced by 7 years is shortened to 3 years (including working time in Zhangjiang Science City for no less than 2 years).
Introduced talents who meet the requirements for shortening the number of years of transfer, should promise in writing to continue to work in Zhangjiang Science City for more than 2 years, and the employer shall apply to the talent service agency designated by Zhangjiang Science City and issue a letter of recommendation. The transfer of households requires declaration.
At the same time, for domestic personnel who work for employers registered in the administrative area of this city and hold the "Shanghai Residence Permit", within the last 4 years and the month of declaration, the base of urban social insurance payment in this city has reached the previous year for 36 months. If the average salary of employed persons in urban units is twice the average salary, they are not restricted by their professional titles or professional qualification levels when applying for a residency transfer.
In addition, the "Notice" clarified that those who are appraised as intermediate professional titles or have the professional qualifications of technicians (national vocational qualification certificates) in this city apply for residency transfers, and they should meet certain market-oriented evaluation standards.
