The implementation is in place. Other counties have paid five social insurances and one housing fund to special post teachers, but Qixian special post did not pay housing provident fund, and there was no performance or heating fee. The Paper News reporter noticed that this year, many netizens in Henan went to the message board of the leaders of People's Daily to ask about teachers' wages being owed.

For example, in September this year, an in-service teacher from Fugou County, Zhoukou City, Henan Province reported on the message board of People's Daily that the County Finance Bureau owed the teachers’ performance salaries for the first half of 2020, increased salaries from 2014 to 2016, and 2017 to 2020. The 13th month salary of the year.

In this regard, on September 21, the Mayor’s Hotline Acceptance Center of Zhoukou City replied that after investigation and inquiries about the County Finance Bureau and the Human Resources and Social Security Bureau, some township and bureau-directed schools have allocated and timely payment of performance wages in the first half of 2020. The rest of the units were unable to allocate the funds in time due to the shortage of county financial funds. The county finance bureau will allocate the funds before the end of September, and the Education and Sports Bureau will promptly urge all units to quickly issue.

"China Youth Review" published a review article in September this year: Not long ago, the phenomenon of teachers' wage arrears in Dafang of Guizhou, Anshan of Liaoning, Huainan of Anhui and other places once caused intensive public attention.

I am afraid there are many similar phenomena across the country, some of which have not been known to the outside world.

No one wants to see the "people's gardener" get into embarrassment after hard work. It is necessary to trace the reasons behind such phenomena and find ways to change the status quo, so as to better protect the rights and treatment of teachers.
