  In recent years, as China’s main battlefield for poverty alleviation, Guizhou has insisted on taking poverty alleviation as the top priority and the first people’s livelihood project, and taking poverty alleviation to dominate the overall economic and social development. Guizhou has established a documented poverty population from 9.23 million in 2012. The number of people dropped to 308,000 at the end of 2019, and the rate of poverty reduction is among the highest in China; the incidence of poverty dropped from 26.8% in 2012 to 0.85% in 2019.

Guizhou ranges from the province with the largest number of poor people in China to the province with the largest number of people out of poverty.

  As of the end of 2019, there are still 9 deeply impoverished counties in Guizhou that have not been lifted out of poverty.

Through various efforts, 9 counties including Ziyun County, Nayong County, and Weining County have reached the withdrawal criteria.

  After the county-level application, city-state preliminary review, provincial-level review and other procedures, the Guizhou Provincial Leading Group Office for Poverty Alleviation and Development will determine three third-party evaluation agencies by public bidding in accordance with the law. 9 counties including Yong County, Weining County, Hezhang County, Yanhe County, Rongjiang County, Congjiang County, Qinglong County, and Wangmo County conducted special field assessment and inspection.

  According to the data from China's National Poverty Alleviation and Development Information System and 3 third-party evaluation agencies on-site evaluation and inspection feedback, the comprehensive poverty incidence rate of the 9 impoverished counties is 0, the false rejection rate and the under-evaluation rate are 0, and the average public acceptance is 99.12% , All comply with China's national poverty-stricken counties' exit standards and requirements, and all three third-party evaluation agencies recommended that they should be withdrawn.

From November 16 to 22, in accordance with China's national poverty-stricken counties withdrawal regulations, Guizhou announced to the society that nine poverty-stricken counties planned to achieve poverty alleviation, and no objections were received during the publicity period.

  Li Jian, director of the Guizhou Provincial Poverty Alleviation and Opening-up Leading Group Office, said that the nine poverty-stricken counties have reached China’s national poverty-stricken county exit standards, which are in line with the actual local economic and social development, and the exit quality can withstand the test. The exit results are recognized by the society and the public. "Poverty alleviated people's income is guaranteed", "poor people's "two no worries and three guarantees" are fully realized."

  As of now, the average net income per capita of poverty alleviation households surveyed in 9 poverty-stricken counties in Guizhou Province is 11,487.39 yuan (RMB, the same below), which is 7487.39 yuan higher than the poverty alleviation standard in 2020, and 9925.38 per capita of the poor in Guizhou Province. Yuan high is 1562.01 yuan.
