  Carrie Lam pointed out that when Deng Xiaoping met with the members of the Basic Law Drafting Committee of the Hong Kong Special Administrative Region in 1987, he said: “Don’t think that Hong Kong’s affairs are all handled by Hong Kong people. If the central government doesn’t care at all, everything will be fine. This is not feasible. Not practical. The central government does not intervene in the specific affairs of the Special Administrative Region and does not need to intervene. However, will things jeopardize the fundamental interests of the country also happen in the Special Administrative Region? Wouldn't it happen? At that time, Beijing could not have trouble. Question? Isn’t Hong Kong going to damage Hong Kong’s fundamental interests? ... If the central authorities give up all powers, there may be confusion and harm to Hong Kong’s interests. After nearly a year of violent chaos in Hong Kong, the enactment and implementation of the Hong Kong National Security Law is a power that the central government must exercise.
