China News Service, November 12th. Luo Zhaohui, Deputy Foreign Minister, said on the 12th that since the implementation of remote nucleic acid testing in July, 30,000 of the 400,000 nucleic acid testing reports of Chinese and foreign passengers had problems, indicating the effectiveness of remote prevention and control. It is obvious.

On November 12, the State Council's Joint Prevention and Control Mechanism held a press conference on strengthening the prevention and control of the winter epidemic and the in-depth development of the patriotic health campaign. Luo Zhaohui disclosed the above information at the conference.

Regarding the prevention and control of overseas imports, Luo Zhaohui said that nucleic acid testing is a common practice and the accuracy rate is relatively high. Even so, there are still more than 3,600 cases that have become confirmed cases after entering China.

This shows that any method is not 100% accurate. The Ministry of Foreign Affairs, through repeated studies with the competent departments of the Health Commission and experts, feels that "double insurance" is needed, so it proposes to add serum antibody testing, that is, IgM testing.

Luo Zhaohui said that the Ministry of Foreign Affairs has adopted the requirement of "double testing" on the basis of full research and argumentation. It is not that it does not consider the actual situation of each country and does not implement a "one size fits all" approach.

The Chinese Embassy in New Zealand has issued a notice that in the event that serum antibody testing cannot be implemented temporarily, an additional nucleic acid test will be used instead of serum antibody testing to strengthen the "double insurance".

In other countries where the conditions are not mature enough, the Ministry of Foreign Affairs also requires this.

Because this is also in line with the overall spirit of strengthening remote prevention and control and improving the accuracy of screening.

Luo Zhaohui pointed out that the Ministry of Foreign Affairs has repeatedly mentioned that passengers are facing a high risk of cross-infection when they travel to various places during the transit. Experts have carefully studied and analyzed recent imported cases and found that the recent 10 Since January, nearly half of the imported cases are transit passengers.

Therefore, it is necessary to implement "dual testing" at the transit point.

In this regard, the Ministry of Foreign Affairs is not a “one size fits all”. It not only considers the actual needs of foreign defense imports, but also reminds and protects transit passengers. At the same time, it also makes some specific arrangements based on the circumstances of the parties.

For example, if some hub airports already have the "dual testing" conditions, then testing can be implemented; some transit locations do not have the "dual testing" conditions, the "12308" hotline of the Ministry of Foreign Affairs and the consular protection hotline of the embassies and consulates abroad are open 24 hours a day The staff of the Ministry of Foreign Affairs is on duty around the clock to deal with these emergencies.

If passengers, overseas compatriots, and foreign guests encounter emergencies and special difficulties, they can contact the Ministry of Foreign Affairs and embassies and consulates abroad to report the situation at any time, and work together to find solutions to alleviate urgent needs.
