In this supermarket, cigarettes of various brands are dazzlingly placed in a glass cabinet under the cash register.

People can see it at a glance as long as they walk into the supermarket door.

  Article 20 of the "Beijing Regulations on Smoking Control" stipulates that it is prohibited to sell tobacco products within 100 meters of kindergartens, primary and middle schools, and children's palaces.

According to a map navigation, this supermarket is only 63 meters away from the main entrance of Beijing Yuying School.

  "Is there a distance rule for selling cigarettes? I'm not sure." When I heard about the relevant content of the tobacco control regulations, the owner of the tobacco shop first said that he did not know the content of the regulations, and then said that he remembered that a staff member from the Tobacco Bureau came to the shop some time ago Li checked it and seemed to have said that "the distance from the school is not enough to be 100 meters." The map shows that during an inspection carried out some time ago, two illegal cigarette sales points were found within 100 meters of the Gucheng Middle School in Shijingshan District.

  The reporter recently visited the surrounding area of ​​Gucheng Middle School and found that one of the "fresh fruits and vegetables" supermarkets that had illegally sold cigarettes opened opposite the school's main entrance.

Entering the supermarket, a glass cabinet on the left side of the door is affixed with a "Chinese Tobacco" logo. There are price tags for various cigarettes in the glass cabinet, but no cigarettes are placed.

The staff at the supermarket on the side said that the supermarket used to sell cigarettes, but they are no longer sold, but the cabinet has not been removed.

  In addition to this supermarket, a Hualian supermarket near Gucheng Middle School was found to be selling cigarettes illegally.

The reporter visited and found that this supermarket has now been renamed "Jingmei Chain Supermarket".

After a few laps in the supermarket, the reporter did not find any containers selling cigarettes.

The map navigation shows that this supermarket is only 90 meters away from the main entrance of Gucheng Middle School, which does not meet the relevant distance requirements of the tobacco control regulations.

In addition, the reporter found that the tobacco monopoly retail license posted in the store had expired as early as August 2015.

  At the same time, in the "Illegal Tobacco Sales Map", although there are shops showing that they are less than 100 meters away from the school, the remarks state that they have licenses to sell tobacco and are still valid.

Since shops do not meet the distance requirements of the Tobacco Control Regulations, why do they hold a permit to sell tobacco?

The reporter consulted the Tobacco Control Association and the 12313 State Tobacco Monopoly Administration's reporting hotline and learned that this may be related to the time of issuing the certificate.

The Beijing Municipal Smoking Control Regulations was officially implemented on June 1, 2015. If a permit has been issued before the regulations, even if the shop is less than 100 meters away from the school, its permit is still valid.

But the wiring staff also said that when the permit expires, the tobacco bureau will not renew the permit for such shops.

Among the many tobacco hotel shops in Shijingshan, Haidian, and Xicheng visited by the reporter, only one convenience store in Pen'er Hutong posted a warning "not to sell tobacco products and electronic cigarettes to minors". Other shops No relevant signs were found.

  The shops selling cigarettes are often accompanied by the sale of alcohol products, and there are also very few warning signs prohibiting the sale of alcohol to minors in some shops.

Only one convenience store on Xiaomachang Road posted a sign saying "Liquor sales to minors are prohibited".

Diagonally across from the gate of a high school in Xicheng, there is even a "Lunjin" beer store. There is no warning or prohibition sign in the whole store.

  In addition to the lack of warning or prohibition signs, some vending machines close to residential areas also provide "windows" for minors to purchase alcoholic products, causing parents to worry.

  At least three places in a community outside the East Fifth Ring Road in Chaoyang District have installed vending machines, and each of them contains a variety of brands of beer.

The locations of these beers are mainly on the first and second floors from the bottom of the shelf. There are both individually bottled beers and fully packaged beers.
