Beijing police reported on the 9th that a 37-year-old woman was married and divorced 28 times in two years and changed 23 transfer vehicles, seriously disrupting the order of social management.

　　In response to the high incidence of such illegal crimes, the Beijing police launched the "Ping An No. 3 Operation" from October 30 to November 6, and dig deep into the behind-the-scenes "black intermediary" and the chain of interests, and arrested the crime in just 8 days. They all used "marriage" as a means to defraud and buy and sell the indicators of Beijing small passenger cars.

The police obtained marriage (divorce) certificates and a large number of electronic transfer records at the scene.

　　According to the Beijing police, such crimes involve both individuals and gangs, involving "black intermediaries", indicator holders and buyers.

The buyer gets in touch with the indicator holder through a "black intermediary" and pays a deposit.

The two parties "married" in a legal way, after changing the passenger car quota, then go through the divorce procedures and pay the balance.

"Black intermediary" and indicator holders are divided proportionally.

　　During the investigation, the police found that the cost of such illegal crimes was low, the cycle was short, and the profits were fast. Many people involved in the case had multiple and frequent marriages and divorces in a short period of time, which changed the quota for transferring a certain number of passenger cars.

A 26-year-old woman has been married and divorced 17 times since 2018, and changed 15 vehicles.

　　The Beijing police reminded the general public that, in accordance with the "Detailed Rules for the Implementation of the Interim Regulations on the Number of Passenger Cars in Beijing", if there is a transaction or disguised transaction of the confirmation notice for the sale of passenger cars, the published target will be invalidated and the target application will not be accepted within three years.

　　It is reported that Beijing began to implement total control of passenger cars in 2011, and allocated vehicle indicators in a lottery way.

According to the current policy, the lottery has obtained the small passenger car index, and only the couple can go through the transfer procedures to realize the car under the name.

As a result, some lawbreakers took the risk and embarked on the path of crime.
