In a recent interview with China News Agency, Vice President Chen Weiyi of the Chinese University of Hong Kong said that he hoped that the regulatory barriers that hindered scientific research cooperation between the two places could be further broken.

  [Explanation] As a Hong Kong higher education institution that has entered the mainland since 2006, the Chinese University of Hong Kong has been cooperating with relevant mainland institutions all the way, and has achieved many results in industry, education, and scientific research.

In order to cope with the development of the Lok Ma Chau Loop, the Chinese University of Hong Kong established the Shenzhen-Hong Kong Innovation Research Institute (Futian) this year. Together with the "Chinese University of Hong Kong Shenzhen Research Institute Crowd Creation Center", which was put into use in 2018, it will build scientific research and development for young people. However, Chen Weiyi said frankly that in fact, there are still many barriers between the two places in terms of personnel, capital, and patent ownership.

  We established the Shenzhen-Hong Kong Innovation Research Institute in Futian. When the office was first established, there was no money, because the research funds in the Mainland cannot be used for the purpose of establishing an office.

So we had no choice at the time, because if the research team were to go, it would be impossible to have no management personnel. What should we do?

Hong Kong also does not let us put the funds here in the mainland, because according to regulations, funds cannot "cross the river."

So we can only look at the money of the Shenzhen Research Institute of the Chinese University of Hong Kong, how to flow, or we can take the donation.

  [Explanation] Chen Weiyi mentioned that, because of the differences in patent law between Hong Kong and the Mainland, whether the academics of the Chinese University of Hong Kong have patented achievements in the Mainland and whether the school enjoys patent rights is still in the discussion stage.

He said that in order to break these rules and barriers step by step, the Hong Kong University set up the "Guangdong-Hong Kong-Macao Greater Bay Area Development Office" this year, hoping to further study the policy development of other cities in the Greater Bay Area.
