The Minister of Culture, José Manuel Rodríguez
Uribes
, has pledged with the Toro de Lidia Foundation this Tuesday to financially support
"the reconstruction of the bullfighting sector" with European funds
.
This has been communicated by the bullfighting body after meeting by videoconference with the minister.
Uribes responded with this commitment to Victorino Martín's claim to include significant economic items for bullfighting in the General State Budgets.
The Minister of Culture wanted to frame the meeting within the most absolute normality with which the relations between bullfighting and his ministry should be developed.
Together with the Technical Secretary General and the General Director of Fine Arts,
Eneko Andueza
of the Socialist Party participated, with
Victorino Martín
and
Borja Cardelús
, as president and general director of the FTL.
The main point of the meeting was the claim by the FTL, on behalf of the entire bullfighting sector,
of the inclusion of significant economic items for bullfighting in the General State Budgets
, where the world of the bull suffers a historical marginalization but unsustainable in today's times of crisis.
In this way, the Minister of Culture "proposed to seek this help in European funds", part of the General State Budgets, for "projects
in which he has committed to work together with the FTL in the following months
and with a view to start of the next bullfighting season ".
"We will keep fighting"
Although the FTL defends and works for the incorporation of bullfighting into the ordinary budgets of the Ministry of Culture under conditions comparable to the rest of cultural industries, it
positively values the open door
to start working on financing projects in favor of bullfighting.
The president of the FTL points out that "it
is true that we are going to continue fighting for equality
in the budgetary consideration of bullfighting, but bullfighting drags a historical marginalization, not everything can be achieved in one day, and the work proposal offered by the minister seems to us a positive starting point. "
The FTL will
immediately begin to work with the Ministry of Culture
on the projects that will be presented and that will boost the entire sector, within the Restructuring Plan that is being worked on.

, so that it can withstand the remainder of the crisis as well as possible and, above all, be immediately prepared for a healthy and robust growth "

Extraordinary benefits
On the other hand, the Minister of Culture gave an account of the aid approved to bullfighting professionals in the Council of Ministers, expressing his satisfaction for having managed, this time, to create a specific benefit.
And although the FTL and the National Union of Picadores y Banderilleros Españoles (UNPBE) consider that bullfighting professionals are included in the category of artists and therefore have the right to an extraordinary benefit since it was approved in May of this year, the right that they will continue to demand in the different legal proceedings underway against the SEPE,
the FTL positively values the effort made by the Minister of Culture to find an emergency solution.
Victorino Martín points out that
"although it is not the ideal solution, at least the situation of many bullfighting professionals
who are having a hard time
is somewhat alleviated
and, above all, it places us on an equal footing with the rest of the artists for the stages of possible extensions in the provision ".
On May 5, Royal Decree Law 17/2020 to support the cultural sector included extraordinary unemployment benefits aimed at the group of artists in public shows,
among which are bullfighting professionals
, included in the category of artist in show public since Royal Decree 1435/1985, of August 1.
Ideological discrimination
However, this benefit has since been denied
by various employment offices, an ideological denial promoted by the Ministry of Labor.
Given the disparity of criteria between the Ministry of Culture and the Ministry of Labor,
Victorino Martín emphasizes that "from the FTL the UNPBE have opened all kinds of ways to end this discrimination
. We have filed complaints, appeals, held meetings in Congress with the different parliamentary groups to obtain support or, among other actions, we also presented a letter on June 8 before the Ombudsman requesting his intervention. "
In this sense, it should be noted that the resolution of the Ombudsman, sent to the FTL on September 23, endorsed
the thesis of unwarranted discrimination against bullfighting professionals
by the Ministry of Labor and Social Economy, put forward by the FTL, being thus, a further reinforcement of the multiple administrative and criminal procedures carried out by the FTL and the UNPBE.
