The government published a circular on Monday to "strengthen the protection" of civil servants "against attacks to which they are subject in the course of their duties," announced the Ministry of Transformation and Public Service.

Through Professor Samuel Paty, assassinated on October 16 for having shown caricatures of Muhammad in class, "it is all public officials who are attacked," the ministry wrote in a statement.

To strengthen their protection, a circular was signed Monday by ministers Gérald Darmanin (Interior), Eric Dupond-Moretti (Justice), Amélie de Montchalin (Civil service) and Marlène Schiappa (Citizenship).

Guaranteed support from the hierarchy

Public officials, "guarantors of the values" of the Republic, "are too often the object of threats, especially on social networks, or even attacks or attacks", deplores the Ministry of Transformation and the Public Service .

The government demands that “wherever” they are “the target or the victims of attacks in the exercise of their functions”, they benefit from “reinforced and systematic support from their hierarchy”.

"When an agent is subjected to threats that pose an imminent danger to him, his hierarchy must provide him with urgent protection measures, if necessary as a precaution" and "the response must be immediate", underlines the ministry.

Denounce threats

In addition, with regard to “threats or insults made online”, public employers will have to demonstrate “extra vigilance” and provide “a firm response”.

Administrations will “systematically report hateful content targeting officials to the Pharos platform” or “report” to the public prosecutor “under article 40 of the code of criminal procedure”.

For their part, the departmental prefects, the prosecution services, as well as the police and the gendarmerie must be "particularly attentive to the follow-up of threats or attacks against persons holding public authority and persons in charge of public service mission, ”adds the ministry.
