Good news for dads.

The National Assembly voted almost unanimously on Friday to double the paternity leave from 14 to 28 days, including seven mandatory days, for entry into force from July 1.

At first reading, the deputies adopted by 63 votes in favor and two abstentions this flagship measure of the Social Security budget project for 2021. The Elysee had announced this doubling of paternity leave on September 22.

It is a "small solemn moment", a "historic occasion", because "since 2002 and the creation of this paternity leave, no extension had taken place", underlined in front of the hemicycle the Secretary of State Adrien Taquet responsible for Children and Families.

What is the price of the measure for the family branch?

The three days of birth leave will always be paid by the employer, and the remaining 25 days will be compensated by Social Security.

As is already the case, seven additional days will be added in the case of a multiple birth.

Price of the measure for the family branch: 260 million euros next year, then 520 million in 2022, full year.

When France introduced paternity leave in 2002 - eleven days in addition to three days of birth leave - it was ahead of most of its neighbors.

But since then, many European countries have adopted more generous measures.

Take into account "each person's professional situation"

Many MEPs have welcomed this measure.

On the right, Thibault Bazin hailed a "new advance", but noted certain "pitfalls", finding the "rigid measure", because the seven mandatory days at birth do "not take into account the professional situation of each".

Adrien Taquet referred to an ongoing consultation on the "notice period, splitting and taking leave" of this new right.

He intends to name “two personalities to reflect” more broadly on the “overhaul of all parental leave”.

MEPs also adopted an amendment to advance the payment of the birth bonus to the seventh month of pregnancy.

Finally, on the proposal of the government, the National Assembly voted to pass from 10 to 16 weeks of leave for families adopting a child, to "welcome it in the best conditions".

The amendment is aimed at adopting families with no children or one dependent child.

The other durations of this leave, in particular that of 18 weeks for families with two or more dependent children, are not modified.
