  Not long ago, the Ministry of Housing and Urban-Rural Development issued a notice to solicit public opinions on the "Regulations on Housing Leasing (Draft for Comment)."

Many regulations are based on practical problems in the housing leasing market, focusing on more specific contradictions between the leasing parties, such as "the lessor shall not enter without the tenant’s consent", "no unilateral price increase", "kitchen," Balconies etc. shall not be rented out" etc.

This is known as the "most stringent" normative document in the field of housing leasing, and its provisions on protecting the rights and interests of tenants are eye-catching.

  According to the "2020 Blue Book of Chinese Youth Renting Life" jointly released by Xinhuanet and Ziru Youjia Apartment, the number of renters in China has exceeded 200 million, and this number will reach 240 million in two years.

Behind the huge numbers are living individuals. They are either the "Beijing Diao" and "Hu Diao" who are running for their dreams, or the craftsmen who have left their hometowns, or the family living nearby for their children.

There may be thousands of reasons to choose to rent a house, but they are all for the pursuit of a better life.

For them, the house should not only be a residence for foreigners, but also a warm shelter.

  But in real life, some chaos in the rental market makes it difficult for tenants to truly feel at ease.

The content of toxic substances such as formaldehyde exceeds the standard, the landlord rushes people out of disagreement, the deposit is not refunded for various reasons, and the rent has risen year after year. These problems not only chill the tenants, but also reveal the hidden dangers of the entire industry: if the rights of the tenants Without protection, the orderly development of the rental market cannot be discussed.

  While “consumer is God” has become the consensus of various industries, in the housing leasing industry, tenants are a "vulnerable group" because the traditional housing market has always been landlord-centered, and the focus of service and interest orientation have been inclined.

If you hesitate for a short time, you will be preempted by others to rent out the tightly-sold housing. Tenants will not be allowed to bargain with agents or landlords.

Once the house is rented out, most of the tasks of the intermediary and the landlord are completed. It is really difficult to count on them to protect the rights and interests of the tenants.

Rent renewal, rent increase, and deposit deduction are also problems that every tenant has to face.

  Of course, in the chaos of renting houses, the performance of some tenants is not satisfactory. News like tenants' delay in paying rent or even turning the room into a messy "junkyard" appears from time to time.

If there is no effective means of restraint and only rely on moral restraint, all parties in the rental market will face greater uncertainties, which will lay hidden dangers for the healthy and orderly development of the rental market.

  According to data, among urban renters, more than 55% are under the age of 30, and tenants aged 26-30 account for 31.48%.

There is always a demand for rental housing from young people. Graduates account for a large proportion of the rental market. The graduation season is also the golden season for the rental market.

  Insufficient experience and limited budget should not be the reason why the rights and interests of young people are not protected. Similarly, every tenant should not be slaughtered for this reason.

Only based on reality and perfecting relevant laws and regulations can we truly regulate the behavior of all parties in the renting house, so that the majority of tenants will no longer have to worry about the future.
