An exceptional travel certificate, on the model of that in force during confinement, will be necessary to travel between 9 p.m. and 6 a.m. from Saturday in Ile-de-France and in the eight metropolises where the curfew decided by the government to fight against the spread of the coronavirus, Gérald Darmanin said Thursday at a press conference organized in Matignon.

People who come home from work or go there, claim a health requirement, must visit a loved one in a situation of dependency or take their pet for a walk may, among other reasons, circulate during the curfew provided with this certificate.

It is valid "for one hour when the trips have no connection with work," said the Minister of the Interior.

Certificate available online "tomorrow"

For people working, "a proof of the company or a professional card" will be necessary in addition to the certificate, he added.

As during confinement, the certificate can, on the website of the Ministry of the Interior, be downloaded on his phone and stored on it.

"The certificates will be downloadable by tomorrow," said the government on its website, where the documents will be made available.

"Of course we can always continue to write (the reason for travel) on free paper, especially for older people or people who do not have a printer or photocopier available immediately," said Gérald Darmanin.

135 euros fine

Any offender will be liable to a fine of 135 euros then, in the event of a double recidivism (three frauds in total), to "6 months imprisonment and a 3,750 euros fine", he recalled.

In addition, 12,000 police and gendarmes will be "every night between 9 pm and 6 am specially responsible for checking the bans" in the areas affected by the curfew.

This measure will apply to the whole of Ile-de-France and the metropolitan areas of Lille, Grenoble, Lyon, Aix-Marseille, Montpellier, Rouen, Toulouse and Saint-Etienne.

It is scheduled for four weeks, but the government intends to ask Parliament to extend them until the end of November.
