It is understood that the "Notice" clarifies the registration authority for the transfer of mining rights. In addition to the 14 important strategic mineral resources and mining rights registered by the Ministry of Natural Resources, the Sichuan Provincial Department of Natural Resources is responsible for coal, coalbed methane, gold, silver, copper, iron, etc. 16 kinds of mineral output are registered; the county-level natural resources department is responsible for the registration of 12 kinds of mineral output including sandstone and natural quartz sand.
Sichuan will optimize the management and control model of mining rights. In principle, the province will no longer set up new mining rights for ordinary construction sands and soils with small reserves and production scales.
The scale of reserves and production scale of newly registered limestone and basalt mining rights shall be medium-sized or above, except for the mining rights that clearly guarantee the construction of key transportation, water conservancy, and poverty alleviation projects in the transfer announcement and contract.
