The amendment in question is number 116 and was tabled by three members of the centrist group Liberté et Territoires.

They wanted to classify cats as a pest species.

The amendment was ruled inadmissible by the Palais-Bourbon.

According to the law, it is authorized to carry out operations of destruction of the specimens appearing in list by shooting, trapping or unearthing.

If the cats had entered the list, the amendment specified that the prefects of the various French departments could “order, if necessary, administrative battues” as is practiced in hunting.

The deputies at the origin of this amendment had justified this proposal by affirming that "the cat is a predatory animal which largely participates in the significant decrease of certain animal species, sometimes protected, on French territory: birds, small mammals, lizards" .
