  • Like Grenoble, Saint-Etienne and Lille, Lyon has switched to the maximum alert zone for Covid-19, the Minister of Health announced on Thursday.

  • This will result from Saturday in the implementation of new restrictive measures that will most likely target bars and restaurants.

  • This measure could be misunderstood by the population, the indicators being stabilized according to figures communicated Tuesday by the HCL.

The request of the mayor of Lyon Grégory Doucet to privilege “the pedagogy” to the reinforcement of restrictive measures for his city was not followed.

The Minister of Health, Olivier Véran, indeed announced Thursday evening that Lyon was shifting into the maximum alert zone for the coronavirus, just like Grenoble and Saint-Etienne.

A situation which will take effect on Saturday and which will give rise by then to the establishment, by the prefect and "in consultation with local elected officials" of new measures and new areas of application.

As is already the case in Marseille and Paris, it is likely that bars will be forced to close their doors and that restaurants will be subject to new constraints in welcoming their customers.

Moderate break in hospitalizations and admissions in shifts

In Lyon, this shift to the scarlet zone could cause incomprehension of the public and the traders concerned, the health situation seeming to have stabilized, according to several monitoring indicators of the epidemic communicated Tuesday by the CHU of Lyon.

For three weeks, in fact, hospitalizations and admissions in intensive care have increased, but in a very moderate way, and calls to 15 or emergency visits linked to Covid-19 have stagnated, or even decreased.

The environmental mayor of Lyon Grégory Doucet also estimated Wednesday, during a visit to a screening center, that Lyon had "the means to respond to the epidemic", and estimated that the implementation of new measures were not justified in the face of the local situation.

Present at his side on Wednesday, the virologist Bruno Lina, also a member of the scientific council, was rather reassuring about the situation in Lyon.

“The trend is improving.

We don't have a signal that could tell us that things are really going worse.

We are in a plateau state.

It is not necessary a priori to increase the measures that have already been taken, ”he told our colleagues from

Lyon Capitale.

The rate of 30% of Covid + patients in sheaves has tipped Lyon

But two other indicators weighed in the balance and decided, this Thursday, the President of the Republic Emmanuel Macron to pass the three metropolises of Rhône-Alpes in scarlet red.

In these three cities, the incidence rate of the disease has increased in recent days, as has the rate of Covid patients in intensive care.

Two criteria scrutinized by the government.

In the Rhône, the incidence rate has thus increased to 210 per 100,000 inhabitants (instead of 202 a week ago and 116.28 in France) and the occupation of sheave services by Covid + patients varies between 29% and 31% to HCL.

"In Lyon, the incidence rate has exceeded the alert rating and 30% in intensive care have been reached," Olivier Véran said Thursday.

At the start of the week, the Hospices Civils de Lyon had reported "sustained" activity within the services, due in particular to high activity and other concomitant pathologies.

“However, the HCLs have not yet had to initiate a plan to deprogram activities,” added the CHU, thus suggesting that, for the time being, in Lyon the health situation was under control ...
