On September 29, the Provincial Work Safety Committee issued a yellow warning for work safety to the people's governments of Zhangye and Jiuquan in accordance with the "Gansu Province Work Safety Early Warning System".
The warning pointed out that on April 29 and September 14, two similar production safety accidents occurred in Yanchi Industrial Park, Gaotai County, Zhangye City, which were caused by blind trial production because they did not meet the conditions for safe production.
Similar accidents occurred repeatedly in the same place, reflecting the lack of daily supervision of local governments and the ineffective implementation of rectification of similar accidents, which led to similar accidents in the same region, in the same industry sector and even similar enterprises; May 17 to August 23, There have been 4 consecutive deaths in metal and non-metal mines in Guazhou County, Jiuquan City, resulting in 6 deaths. The successive occurrences of multiple accidents have exposed some mining companies’ weak awareness of safety risks, insufficient risk control at construction sites, and insufficient emergency rescue capabilities. Such issues also fully exposed the many weaknesses and regulatory loopholes in the safety supervision of Guazhou County, which must arouse a high degree of vigilance.
According to the early warning requirements, Zhangye and Jiuquan cities learned the lessons of the accident, immediately formulated rectification plans, adopted more solid and effective measures, strictly grasped rectification, plugged loopholes, improved and improved the long-term safety production mechanism, and resolutely curbed the recurrence of similar accidents.
The Provincial Work Safety Committee will supervise the major accidents in Zhangye and Jiuquan cities, and organize a team of experts to conduct consultations and special inspections on the safety production status of the industrial parks in Gaotai and Guazhou counties.
