Lanes will be reserved, from 2021, for students of modest origin in administrative competitions in order to accentuate social diversity within the senior civil service, announced Wednesday the Minister of Transformation and the Civil Service Amélie de Montchalin.

The minister wants "that this concerns all the competitions of the senior civil service: ENA, hospital directors, territorial administrators, commissioners, magistrates, administrative attachés ... And this, from 2021, at least on an experimental basis".

She estimates that "the senior civil service has lost social and territorial diversity" noting that, in the 2019-2020 class of the ENA, "1% of students have a working father" against "4% in 2006".

Increase the capacity of prepas

To "go find young people who think that these competitions are not made for them", Amélie de Montchalin wants "to rely on what exists: many public service schools have created their own preparatory class (...) But this device is too fragmented and invisible.

We must therefore make it more attractive, by harmonizing the preparation courses, by giving them a label, by associating them with universities or institutes of political studies in the region, by ensuring that this leads to a diploma ”.

“Today, 700 people attend these preparations.

I hope that we go up to 2,000, at least.

They are the ones who will be able to take the dedicated competitions.

It is not exclusive.

When you are a scholarship holder, if you have passed your baccalaureate in a priority district of city policy, in a rural revitalization zone, you have the vocation to apply.

There are also students who do not meet these criteria but whose merit, the course of life justifies that they can take these competitions, ”she adds.
