The former chairman of Yanchang Petroleum, Shen Hao, was charged with over 20 million bribes: 7 kg of gold alone

  More than a year after being investigated, the details of the bribery received by Shen Hao, the former secretary and chairman of the Shaanxi Yanchang Petroleum (Group) Co., Ltd. (hereinafter referred to as Yanchang Petroleum), were officially disclosed.

  The Paper noted that 12309 China Procuratorate recently released the "Shen Hao Bribery Case".

The prosecutors allege that from 2003 to 2017, Shen Hao used his position to illegally collect other people’s property equivalent to more than 20 million yuan, of which 7,200 grams of gold was collected.

  According to public information, Shen Hao, male, Han nationality, was born in April 1952 in Changzhou, Jiangsu, with a postgraduate degree. He started working in October 1968 and joined the Communist Party of China in March 1987.

  Shen Hao has been deeply involved in the energy field for many years. He used to be member of the Standing Committee of the Tongchuan Municipal Party Committee and Director of the Tongchuan Mining Bureau, deputy secretary and deputy general manager of the Shaanxi Coal Transportation and Marketing (Group) Co., Ltd., secretary of the party committee and chairman of the Shaanxi Coal Industry Group Co., Ltd. , Secretary of the Party Committee and Chairman of Shaanxi Coal Industry Chemical Group Co., Ltd.

  It is worth mentioning that Shen Hao served as the main leader of Yanchang Petroleum, a large state-owned enterprise in Shaanxi Province for ten years.

He served as Party Secretary and Chairman of Yanchang Petroleum in March 2007. Five years later, he concurrently served as Party Secretary and Chairman of Shaanxi Yan'an Petroleum and Natural Gas Co., Ltd. and Vice Chairman of the Finance and Economics Committee of the Provincial People's Congress.

In April 2015, Shen Hao stepped down as chairman of Yanchang Petroleum and continued to serve as secretary of the group's party committee, director, and deputy chairman of the Finance and Economics Committee of the Provincial People's Congress until his retirement in June 2017.

  In January 2019, Zhao Zhengyong, the former secretary of the Shaanxi Provincial Party Committee, fell.

In May of the same year, Caixin reported that Yan Hao and He Jiuchang, the two previous chairman of Yanchang Petroleum, had lost contact for more than three months.

The report quoted sources as saying that He Jiuchang was taken away at the end of January 2019 to assist in the investigation, and Shen Hao was also assisted in the investigation in early February 2019.

Both are believed to be related to the Zhao Zhengyong case.

  In March 2020, the Shaanxi Provincial Commission for Discipline Inspection successively notified that He Jiuchang and Shen Hao had filed a case for serious violations of discipline and law.

Among them, He Jiuchang was expelled from the party and public office, and Shen Hao was expelled from the party and cancelled his retirement benefits.

The two suspected crimes and the property involved were transferred to the procuratorial organ for handling in accordance with the law.

  The recently announced "Shen Hao Acceptance of Bribery Case" further disclosed the details of the demise of the official-level state-owned enterprise leader.

  According to the indictment, on February 13, 2019, Shen Hao was filed and investigated by the Shaanxi Provincial Supervisory Committee for suspected serious violations of the law. The next day he was taken lien.

In July of the same year, as designated by the Shaanxi Provincial Supervisory Committee, the Baoji Supervisory Committee initiated an investigation into Shen Hao's suspected serious violations of discipline and law.

In February 2020, Shen Hao was criminally detained and arrested according to law.

  In April 2020, the Baoji City People's Procuratorate prosecuted the case.

The prosecutor found out in accordance with the law: From 2003 to 2017, defendant Shen Hao used the convenience of his position to be 21 persons including He Moumou, Yao Moumou, Yuan Moumou, etc. in terms of project cooperation, project contracting, and job promotion. The company sought profits and illegally accepted the value of the above-mentioned persons’ belongings totaling RMB 9,992,377, USD 1.05 million, GBP 130,000, HKD 100,000, CAD 30,000, and Euro 360,000 (currency not indicated below) All are in RMB).

  The Paper combed through the indictment and found that among Shen Hao's bribery property, gold alone reached 7,200 grams, worth over 2 million yuan.

Among them, in order to seek cooperation in the development of oil and gas resources, He Moumou, the chairman of an energy company in Inner Mongolia, gave Shen Hao a total of 4,500 grams of gold (worth 1,537,485 yuan) in two in 2011 and 2012.

In addition, Shen Hao also received 350,000 US dollars, 130,000 pounds, and 160,000 euros from He XX.

  The indictment also shows that in 2014 and 2015, Yao Moumou, chairman of an import and export limited liability company in Shaanxi, gave Shen Hao 200,000 euros and 2,000 grams of gold (valued at 670,000 yuan), also for the benefit of cooperation.

  From 2011 to 2013, Feng Moumou, the former general manager of an oil and gas exploration company, expressed his gratitude for being taken care of and for his appointment as general manager, and gave Shen Hao 50,000 yuan and 500 grams of gold (worth 121,590 yuan).

  Similarly, to seek promotion, Yan Moumou, the former deputy general manager of an oil sales company, gave Shen Hao 200 grams of gold worth 57,600 yuan in early 2010.

  In addition, the prosecutors also accused that, in order to get Shen Hao’s care, Yuan Moumou, the former general manager of an oilfield company, used to pay a New Year’s greetings during the Spring Festival from 2009 to 2012 and gave an Olympic gold plate worth 980,000 yuan in three times. One, USD 100,000 to Shen Hao.

  The Baoji City People’s Procuratorate believes that the defendant Shen Hao, as a national worker, used the convenience of his position to seek benefits for related companies and individuals in terms of project cooperation, job promotion, and project contracting. It is clear that the evidence is credible and sufficient, and he should be held criminally responsible for taking bribes.

The defendant Shen Hao had a confession and could be given a lighter punishment according to relevant regulations; the defendant Shen Hao voluntarily pleaded guilty and pleaded guilty, and according to relevant regulations, he could be punished with lenient punishment in accordance with the law.

It is recommended that the defendant Shen Hao be sentenced to 11 years in prison and be fined RMB 2 million.
