In order to stop the situation where Yamaguchi-gumi, the largest gang in Japan, has been inviting children to the headquarters of Kobe City for many years on Halloween day, letting children enter the gang's office in Hyogo prefecture without a justifiable reason. The revised gang exclusion ordinance prohibiting such matters has been enacted.

The Yamaguchi-gumi, a gangster group, invited children to the headquarters in Nada-ku, Kobe every year on October 31st, and the disguised members handed out sweets.



In response, the Hyogo Prefectural Police Headquarters submitted an amendment to the Boryokudan Elimination Ordinance in an attempt to put an end to the relationship between children and members, and it was unanimously approved and passed by the prefectural assembly on the 5th.



Under the revised ordinance, except for legitimate reasons such as being a family member, young people under the age of 18 are allowed to enter the office of a gangster, give money such as pocket money, and call or email to take control. Things are prohibited.



If you violate it, the Prefectural Public Safety Commission will issue an order to the gangsters, and if you do not comply with it, you will be punished with imprisonment for up to 6 months or a fine of up to 500,000 yen.



The revised ordinance will come into effect on the 26th of this month in time for this Halloween day.
