  According to the verdict, Cheng Ying, male, born on February 11, 1955, Han nationality, graduate student, started working in September 1973, and served as a member of the Xianning Prefectural Committee of the Communist Party of China from December 1998 to May 2003, a member of the Standing Committee of the Xianning Municipal Committee, and an organization minister. From May 2003 to November 2008, he served as the deputy secretary of the Xianning Municipal Party Committee and Secretary of the Disciplinary Committee. From November 2008 to March 2015, he served as the deputy secretary of the Party Committee and deputy director of the Hubei Provincial Department of Justice, and the Secretary of the Party Committee and Director of the Hubei Provincial Prison Administration Bureau. From March 2015 to November 2017, he served as Deputy Director of the Social and Legal Committee of the Hubei Provincial CPPCC.

At the beginning of 2012, in order to undertake the informationization project of Xiangbei Prison Relocation Project, General Manager Peng and Hu of China Science and Technology Co., Ltd. entrusted Zhao to ask Cheng Ying to say hello, but Zhao wanted Zhidasen to undertake the project , They did not agree.

After Zhao told Cheng Ying his idea, Cheng Ying expressed his support.

When Cheng Ying learned that Xiangbei Prison had an intention to cooperate with Zhongkesoft, she told Zhao that Zhidasen would cooperate with Zhongkesoft.

Zhao arranged for Xiao to contact Hu and Peng for cooperation.

Because the project has requirements for product technology, Peng did not agree to supply from Zhidasen, but promised to give Zhao a benefit.
