During World War II, Alfred Bauer held a high position in the Third Reich Film Administration, established by Joseph Goebbels in 1942. Bauer then went on to lead the Berlin Film Festival from the first edition in 1951 until 1976.

The investigation has taken seven months to complete and was ordered by the festival management after the German newspaper Zeit in February published an article about Alfred Bauer's Nazi connections. The article led the festival management to choose to rename the film prize named after Bauer.
