The same day that it had to present the budget draft and the spending ceiling, the Government has surprisingly suspended the fiscal rules for this year and next for all administrations, thus availing itself of the European Commission's safeguard clause.

The movement, announced yesterday by Minister Montero, is a last-minute pirouette very typical of the tightrope walker who tries to make a virtue of necessity, without at any time offering the feeling of stability that the country needs.

The decision, although made public by surprise, does not respond to chance.

By eliminating the stability objectives, the Executive tries to pave the way towards reaching an agreement on the Budgets, since it will no longer have to put the deficit path to a vote in Parliament.

With this maneuver, a step is skipped that could be very difficult for the Government to save.

At the same time, Montero presents this measure as a salvation for municipalities and communities in times of crisis by suspending the obligations contracted with the surplus and turning on the spending tap.

In reality, what the minister does is amend herself:

the historic failure of the vote on the remnant is still recent

And it does it in a very dangerous way: without putting any control over the administrations beyond a call to responsibility.
