  "Why steal cigarettes?" Li Yang asked.

Hearing the child's answer, Li Yang's heart sank.

He knew that behind this child, there must be a fragmented family. Because of the lack of love, he sought recognition in getting along with his peers.

  Li Yang has been transferred to the Juvenile Case Review Squadron of the Haidian Branch in 2019. Prior to this, he had 10 years of experience in serious case review.

  For him, it is not difficult to interrogate juvenile cases. These teenagers are still immature in three views, and their minds are not sound. Give them the understanding and respect that they should have, "make them confident to resist bad information from the outside world." You don’t have to rely on stealing and fighting to get satisfaction."

  In the past year or so, there have been more than 300 juvenile criminal cases involving Li Yang.

  He will also come into contact with underage victims.

In April of this year, the boy Dongsheng could not get the opportunity to enroll because he did not have a legal identity certificate and his guardian was not around.

After contacting dozens of times in various departments, Li Yang helped him go to school smoothly and became the "police dad" of the child.

  In addition to the interrogation, Li Yang also continued to learn from judicial social workers and explored the help, education and reform of criminal juveniles.

  "Hearts are like flowers and trees, all born in the sun," Li Yang always believes, "These children have great power, but we need not abandon or give up when necessary, and help them find light."

  "Behind every case, there is a broken family"

  In his spare time, Li Yang likes to exercise, let his body and brain empty, and then dump out the negative emotions of the day.

Prior to this, he was in the serious case review squadron for more than 10 years.

Since being transferred to the juvenile case review squadron at the beginning of 2019, Li Yang's daily contact is basically some common cases of juvenile theft and fighting.

There are fewer major cases, but more worries for him. "Behind every case, there is a broken family."

  What impressed Li Yang most was Shao Hua, the suspect in a theft.

In 2019, 17-year-old Shao Hua was controlled by the police for allegedly stealing a motorcycle. This is the fourth time he has entered the interrogation room.

  "Why steal a motorcycle?" Li Yang asked directly, and Shao Hua did not shy away, "because I am a motorcycle fan."

  "Coincidentally, I also like motorcycles. When I was a teenager, I was obsessed with that kind of cool cars..." The conversation began. The two talked about motorcycle models, performance, racers, competition events, etc. It took nearly two hours.

Shao Hua gradually opened his heart and revealed that he lost his mother when he was young. After his father got married, he became an unsupervised child and gradually joined some "small groups" in society.

  Motorcycles are standard equipment for members of the "small group". Shao Hua has no money. The only way he can think of is to steal it.

  After the death of his mother, Shao Hua's closest person was his aunt. Every time he was arrested for interrogation, the aunt was present as a guardian.

"Actually, I think it doesn't matter if I don't become a motorcyclist. It's good for me to repair a motorcycle," Shao Hua said at the end of the interrogation.

  Li Yang recalled that he saw hope from Shao Hua's words, and he saw the change in the central state of the interrogation of this child.

"He realizes that he must have his own way of making a living, and he knows to plan for his own future. This is what we want to inspire most."

  "Being confident can resist the temptation of bad information from outside"

  In more than a year, Li Yang has participated in interrogations and handled over 300 juvenile crime cases.

  Compared with the triad-related crimes that Li Yang specializes in trial, the trial of minor cases is not difficult.

However, Li Yang believes that the key to juvenile cases is precisely the extension of the legal system. It is necessary to further understand their growth environment, family relationships, assistance, education and reform after they are released.

  In 2019, after Shao Hua was released on bail pending trial, Li Yang found him again and took him to participate in the help and education transformation activities organized by Beijing Chaoyue Youth Social Work Office, hoping to improve his deviant cognition and behavioral habits under the leadership of social workers.

  Li Yang also prepared a motorcycle model and gave it to Shao Hua and told him: "You can stick to your ideals, but you must be purely present. Do something that allows you to support this ideal."

  In the future work, Li Yang had a lot of contact with young people like Shao Hua.

When facing interrogation, they are always vigilant, but Li Yang believes that the first thing he needs to do is to give understanding and recognition to the other party, “Isn’t it just that no one is convinced at the age of sixteen or seven? If you blindly scold me and suppress me , The stronger my confrontation."

  Even if it is a guilty teenager, we must give the other party enough respect.

Li Yang feels that in such cases, most minors find it difficult to get love and respect at home, so they have to make friends with their peers in society to get satisfaction.

In a theft case that was interrogated, a young man who stole cigarettes told Li Yang that he repeatedly stole it to distribute it to "brothers," which seemed to have a face.

  When the Three Views are still immature and their minds are not yet sound, give these teenagers the face they should have, "They have self-confidence to resist the temptation of bad information from the outside world, and do not need to rely on stealing and fighting for satisfaction." Li Yang said.

  "Can I call you father"

  In Li Yang's work, he often comes into contact with underage victims.

  In April this year, the local police station transferred an abandonment case.

An elderly man in her 60s reported that her son was suspected of abandoning his grandson, and now she wants to fight for the custody of his grandson and help the child get the status of normal school.

  The old man's grandson is Dongsheng, who is only 7 years old this year. He has lived with his grandmother since he was a child because of his parents' divorce. After his father went to work outside of the country, he no longer contacted his home.

At the age of 6, Dongsheng had no legal identity certificate and the guardian (father) was not around, so he could not get the chance to enroll, so his grandmother had no choice but to call the police.

  When I saw Dongsheng for the first time, Li Yang was impressed, "He has a calm and sensible level that no one of his age has. He helped his grandma get on and off the car and walk up the steps."

  In order to get in touch with Dongsheng, Li Yang gave him the signature pen he was carrying with him.

After gradually entering the world of Dongsheng, Li Yang discovered that the child was not accompanied by his parents in his childhood, and his grandmother had limited energy and could not take him to zoos and playgrounds to participate in various activities.

The pen he gave away was placed in the highest position of the toy treasure box by Dongsheng.

The "treasure box" is the child's most important object. There are toys such as cars and plastic "jewels" in it. "Because he has no parental care since he was a child, he has few toys, and keeps anything as a baby." This made Li Yang even more. Distressed Dongsheng.

  Dongsheng’s school attendance was the first case in both the public security department and the education department. After Li Yang ran and contacted various departments dozens of times, the child finally entered school in September this year.

  During this process, Dongsheng became more and more trusting and dependent on the police uncle who broke into his life. He tentatively asked Li Yang, "Can I call you dad?"

  After that, Li Yang would take time to see Dongsheng two or three times a week, and would simply take him to his home on weekends and take care of him with his 2-year-old daughter.

  In September, the first day of Dongsheng enrollment, Li Yang was unable to send him away due to work difficulties.

When school was over, Li Yang appeared at the school gate on time in a police uniform. He hoped that this would be a new beginning for Dongsheng's life. He could also show off to his classmates and said, "I have a father, and he is a policeman."

  Help the minors involved in the case "find the light"

  At the beginning of work, Li Yang often asked experienced judicial social workers for questions. Beijing Chaoyue Youth Social Work Office also often provided assistance and education services and victim relief services for Li Yang's work targets.

  Li Han, the deputy director of the firm, mentioned that there is an internationally recognized concept of juvenile judicial protection-"the sooner the better."

  "Whether the minor and his parents are killed, detained, or reprimanded in violation of the law, it is an emergency crisis." Li Han believes that the public security organs undoubtedly assume the first task of checking.

Therefore, only by systematically learning professional knowledge like Li Yang, from the point of view of protection of minors, and going to the police officers who specialize in special cases can the advanced juvenile justice concept be truly implemented.

  Nowadays, Dongsheng uses his grandma’s mobile phone to send several voice messages to Li Yang every day: "I have a cold and took medicine today" "Today I made a new friend at school"... Sometimes he would ask Li Yang cautiously" Am I calling your father or big?"

  "Of course it is Dad", Li Yang returned to him.

  Seeing that the relationship between the father and son is getting closer, judicial social worker Wang Xuhui began to worry.

Li Yang satisfies Dongsheng's desire for fatherly love, but one day he has to face reality.

In his opinion, for Dongsheng, no matter what form of assistance is, it is a crutch handed over in a crisis, and it should be recovered slowly when he can be independent.

  It is not that Li Yang has not considered this problem. He wants to wait for Dongsheng Primary School to graduate, and have a long talk with him, so that he has a preliminary understanding of his future and makes choices about his future.

As for now, Dongsheng needs a father who cares for him, and he loves his children, "It's good to be a godfather for him."
