　　Xu Ailian was born in 1971 in Yanggu, Shandong, and was born in Horqin District, Tongliao City.

In 1992, after graduating from the Chinese Department of Zhemeng Education College, Xu Ailian worked in the former Yongqing Sub-district Office of Tongliao City.

In the following 21 years, she has successively appointed positions in Horqin District, Tongliao City Sports Bureau, and Jingxin District.

　　Since 2013, Xu Ailian has successively served as the acting head, head and secretary of the Kezuohou Banner.

In October 2015, Xu Ailian left Tongliao where she had worked for 23 years and came to Manzhouli, where she served as deputy secretary of the municipal party committee and acting mayor.

In early 2016, Xu Ailian officially became the mayor of Manzhouli City.

　　The indictment of the Hohhot People’s Procuratorate alleged that from 2003 to 2018, the defendant Xu Ailian used her to serve as deputy secretary and mayor of Hongxing Town, Horqin District, Tongliao City; member of the Standing Committee, Minister of Propaganda, and Executive Deputy District Governor of Horqin District, Tongliao City ;Tongliao City Sports Bureau Party Secretary and Director; Kezuohou Banner Committee Deputy Secretary, Acting Banner Chief, Banner Chief, Secretary and other positions facilitated, directly or in collaboration with others, illegally accepted 15 business owners, managed objects, subordinates and other personal property RMB 3.73 million, USD 90,000, 1 million equity (valued at 1.46 million yuan, divided into 584,000 yuan), 6 boxes of Cordyceps lozenges (valued at 174,000 yuan), and mesenchymal stem cell injection fee of 150,000 yuan.

　　From 2006 to 2008, the defendant Xu Ailian received 2.9 million yuan in property from the trustee through the conduct of the staff in other countries in order to seek illegitimate benefits from the trustee. She should be investigated for the crime of accepting bribes and using influence to accept bribes responsibility.
