The Guangqing Robot Project was included in the list of major municipal projects by the Zibo Municipal Government for two consecutive years in 2017 and 2018. However, the project construction adopted the method of "getting on the bus and buying tickets later", that is, the project construction was started first, and then Land auctions and various procedures have been carried out one after another.
However, things did not go as smoothly as expected.
Zhang Jingyuan told The Paper that during the construction of the project, Zibo Guangqing Robot Equipment Co., Ltd. not only failed to photograph the land, but also did not obtain the relevant procedures of the project. A related person from the Management Committee of Zibo Science and Technology Industrial Park revealed to The Paper that the management committee had agreed with Yang Guangying a deadline for project procedures, but due to the epidemic, the management committee relaxed the deadline for a period of time, but Yang Guangying still The promise was not fulfilled.
Now, Zibo City and Zhangdian District attach great importance to this project and will not allow it to go unfinished, and plan to solve this problem in the near future.
Build without approval
The Guangqing Robot Project is located in the Zibo Science and Technology Industrial Park, Zhangdian District, Zibo City. The specific location is the northeast corner of the intersection of Sanying Road and Shuangdao Road. The diagonally opposite is the location of the Management Committee of Zibo Science and Technology Industrial Park.
Recently, The Paper visited the project site and found that the project courtyard is already overgrown with weeds. The six-story scientific research building that has been capped stands on the northernmost side of the project. Not far from the south side is the three-story steel structure workshop of the project and the roof has been capped. The six-story exhibition center in Beijing was originally painted with a red workshop steel structure frame. After the wind and sun, the color became much dim.

A land supply agreement provided by Yang Guangying to The Paper shows that Zibo Guangqing Robot Equipment Co., Ltd. and Zibo Science and Technology Industrial Park Management Committee signed the agreement on June 16, 2016, and the management committee agreed to Zibo Guangqing Robot Equipment Co., Ltd. The company builds an annual assembly of 5,000 industrial automation robots in Zibo Science and Technology Industrial Park, with a total investment of 115.08 million yuan.
The two parties agreed that the Management Committee of Zibo Science and Technology Industrial Park will provide Zibo Guangqing Robot Equipment Co., Ltd. with 2.2903 hectares of construction land. The land price is assessed based on bidding, auction and listing, and the land use period is 50 years. The investment intensity of Qing Robot Equipment Co., Ltd. must be more than 3 million yuan/mu, and the management committee will assist it to go to the relevant departments of Zhangdian District to go through various related procedures such as land supply.
On January 16, 2017, the Zibo Municipal Government issued a notice through official channels stating that the municipal government has determined 330 major municipal projects in 2017 with a total investment of 296.8 billion yuan and an annual planned investment of 102.6 billion yuan. Yang Guangying confirmed that, in the end, the management committee agreed that the project adopts the construction model of starting construction first and making up procedures later.

On April 27, 2017, Zibo Guangqing Robot Equipment Co., Ltd. and Shandong Huaye Guojian Construction Engineering Co., Ltd. signed a project construction agreement. The construction of the Guangqing Robot Project was handed over to Shandong Huaye Guojian Construction Engineering Co., Ltd. , It is planned to start construction on May 1, 2017 and complete on April 30, 2018.
The two parties agreed in the agreement that if Zibo Guangqing Robot Equipment Co., Ltd. fails to complete the construction permit within two months after Shandong Huaye Guojian Construction Engineering Co., Ltd. enters the site, it will cause Shandong Huaye Guojian Construction Engineering Co., Ltd. On May 4, 2017, the Eighth Project Department of Shandong Huaye Guojian Construction Engineering Co., Ltd. signed a labor contract with Zhang Xianguo.
On the same day, migrant workers began to enter the site for construction.
Apprehensive construction
Because it was built before approval, the project construction process was not smooth.
On August 23, 2017, Shandong Huaye Guojian Construction Engineering Co., Ltd. submitted a work stoppage report to Zibo Guangqing Robot Equipment Co., Ltd., stating that due to insufficient funding preparations, the funding chain was temporarily broken and the supply of materials during construction was not available, and the project department It is now planned that the construction in progress will be fully suspended on August 25, 2017, and construction is expected to resume on November 12, 2017. Zibo Guangqing Robot Equipment Co., Ltd. is requested to agree to the suspension of the project.
On August 26, 2017, Zibo Guangqing Robot Equipment Co., Ltd. replied that, “The industrial automation robot assembly production and assembly exhibition center project of Zibo Guangqing Robot Equipment Co., Ltd., due to the failure of our company’s related start procedures, the construction of this project The permit has not yet been issued, and the current competent authorities have strengthened their enforcement and inspections. In order to avoid various inspections by various government departments and prevent work stoppages, our company agrees to the "stop work report" reported by your company."
Paradoxically, Zibo Guangqing Robot Equipment Co., Ltd. agreed to the suspension report in its reply, but it clearly requested that “the construction site shall not be suspended and the construction shall be carried out normally according to the construction schedule”.
Zhang Jingyuan explained that Zibo Guangqing Robot Equipment Co., Ltd.’s response was just a formality. At the request of Yang Guangying, the construction of the project did not stop, but continued construction. Shandong Huaye Guojian Construction Engineering Co., Ltd. advanced part of the material cost. .

On September 6, 2017, the minutes of a meeting attended by Zibo Science and Technology Industrial Park, Zibo Guangqing Robot Equipment Co., Ltd., Shandong Huaye Guojian Construction Engineering Co., Ltd. also showed that Shandong Huaye Guojian Construction Engineering Co., Ltd. Zhang Jingyuan said, "Shandong Huaye Guojian Construction Engineering Co., Ltd. always feels that the absence of construction procedures is like a lack of the'reassurance' of project construction."
On September 18, 2017, Shandong Huaye Guojian Construction Engineering Co., Ltd. wrote to Zibo Guangqing Robot Equipment Co., Ltd., “The land certificate for the entire project has not yet been processed, and the construction permit is far away. The construction unit (Zibo Guangqing Qing Robot Equipment Co., Ltd. has been communicating with it because there is a shortage of funds. Therefore, we believe that the funds for this project cannot be guaranteed after the completion of the main body of our construction. We require the suspension of construction, and all the losses caused by the suspension shall be borne by the construction unit."
After that, the Management Committee of Zibo Science and Technology Industrial Park stepped forward to coordinate the construction of the project.
On September 22, 2017, the relevant parties reached an agreement in the meeting room of the Management Committee, that is, “Shandong Huaye Guojian Construction Engineering Co., Ltd. requires Zibo Guangqing Robot Equipment Co., Ltd. to complete various construction procedures before New Year’s Day. During the project suspension caused by the competent authority, Zibo Guangqing Robot Equipment Co., Ltd. shall bear all fines and expenses of the competent authority."
Funds are in trouble
Later, funding issues increasingly became a "stumbling block" for the construction of the Zibo Guangqing Robot Project.
On January 15, 2018, Shandong Huaye Guojian Construction Engineering Co., Ltd. submitted a work stoppage report to Zibo Guangqing Robot Equipment Co., Ltd., saying, "The production assembly exhibition center project of the industrial automation robot assembly project undertaken by our company was completed in December 2017. The main body was completed on the 1st. Due to the continuous low temperature, the decoration work cannot be carried out. The project department plans to fully stop the construction on January 15, 2018, and it is expected to resume construction on March 3, 2018."
After the project was shut down, migrant workers were planning to go home with their wages for the New Year, but there was a problem with the payment of wages.
February 1, 2018 is the 26th of the twelfth lunar month. The Management Committee of Zibo Science and Technology Industrial Park convened a meeting to clarify that “Migrant workers on the infrastructure project of Zibo Guangqing Robot Equipment Co., Ltd. need to pay wages to go home for the New Year. Coordinated, Zibo Guangqing Robot Equipment Co., Ltd. appropriated the project fund to Shandong Huaye Guojian Construction Engineering Co., Ltd., which was allocated to 45% of the main audit fee of the completed project (deducting the advance payment for steel and Borrowing), the remaining 15% shall be paid in one lump sum before June 1, 2018."
Immediately afterwards, the Management Committee of Zibo Science and Technology Industrial Park directly intervened in the payment of migrant workers' wages.

The payment of migrant workers’ wages and arrears will be handled by the Management Committee of Zibo Science and Technology Industrial Park The association is responsible, and the migrant worker's salary is paid directly to the management committee by Zibo Guangqing Robot Equipment Co., Ltd.
The certificate provided by the Pioneer Park Management Office set up by the Management Committee of Zibo Science and Technology Industrial Park shows that due to multiple petitions by migrant workers, Zibo Guangqing Robot Equipment Co., Ltd. held February 12, 2018-February 14, 2018, respectively. From 24th to November 5th, and from January 31st to February 2nd, 2019, the management committee was allocated RMB 3.299925 million, RMB 400,000, and RMB 1 million respectively. The total amount of the three payments was 6.0943345 million.
"I prepared a total of 20 million yuan in start-up funds. After paying more than 6 million yuan in wages for migrant workers, I also paid 6 million yuan in steel costs, as well as land occupation fees, young crop compensation, survey fees, and design fees. Ten thousand yuan, so I don’t have the spare time to acquire land.” Yang Guangying admitted that due to insufficient experience in participating in land auctions, land auctions and listings continued to be postponed until around August 2018 due to insufficient funds, which led to land auctions.

Unfinished so far
Although it continued to be included in the list of major projects in Zibo City in the second year, the funding problem of the project has not yet been resolved.
Zhang Xianguo revealed that on March 6, 2018, Shandong Huaye Guojian Construction Engineering Co., Ltd. informed him that because the land procedures and construction permits of the Zibo Guangqing Robot Project had not been processed, all construction of the project was stopped.
After that, Shandong Huaye Guojian Construction Engineering Co., Ltd. arranged for Zhang Jingyuan to negotiate construction until June 16, 2018.
"As of June 16, 2018, the construction of the main frame of the project agreed in the contract has been completed. Zibo Guangqing Robot Equipment Co., Ltd. should pay 60% of the construction cost of Shandong Huaye Guojian Construction Engineering Co., Ltd. according to the contract, but it has not Cleared." Both Zhang Xianguo and Zhang Jingyuan confirmed that at present, there are still some migrant workers' wages that have not yet been paid. The reason is that Shandong Huaye Guojian Construction Engineering Co., Ltd. failed to get the project funds from Zibo Guangqing Robot Equipment Co., Ltd.
Yang Guangying believes that it was the management committee of Zibo Science and Technology Industrial Park that allowed it to advance the wages of migrant workers and Shandong Huaye Guojian Construction Engineering Co., Ltd. allowed it to advance the payment for materials that caused the project to go unfinished.
It is a fact that the wages of migrant workers are in arrears and the project is unfinished. Solving these problems is a top priority.
