  The Paper previously reported that in 2001, Li Jinkui, then deputy director of the Anti-Corruption Bureau of the Taihe County Procuratorate of Fuyang City, was involved in a "major criminal case"-he was accused of being the umbrella of the underworld and instigated his brother Li Jinquan and others. He sneaked into Taihe County Public Security Hospital on the evening of February 27 of that year and wounded someone with a knife.

The following year, 22 NPC deputies jointly filed a letter on this case, and in August of that year, it was approved by the Standing Committee of the National People’s Congress.

After that, the case was transferred to Anqing City Court for trial, but Li Jinquan was still convicted of intentional injury and sentenced to one year and six months in prison.

  Li Jinquan continued to appeal because he refused to accept the verdict, but they were all rejected.

Until April 2019, the 14th Central Supervisory Team for Anti-Evil Gangs and Crimes was stationed in Anhui. Based on clues provided by Li Jinkui and others, the Supervisory Team decided to restart the investigation of the case and finally determined that the real culprit was someone else.

In December of the same year, the Anqing Intermediate Court retrialed the case, and on December 30, the Anqing Intermediate Court commuted Li Jinquan innocent.

  After being acquitted, the Li Jinkui brothers complained and accused through different channels, and demanded that the personnel handling the case be held accountable.

Since May this year, four case handlers, Yang Huajie, Wu Qihu, Zhang Zheng and Guo Taifeng, have returned to the case.

The Dongzhi County Procuratorate’s decision of non-prosecution against Guo Taifeng showed that the investigation revealed that the four persons had tortured multiple persons involved in the process of investigation, resulting in unjust, false and wrong cases.

  Li Jinkui told The Paper that he and his brother could not accept the decision not to prosecute Guo Taifeng made by the Dongzhi County Procuratorate. “Light handling cannot serve as a warning and education.” Li Jinkui said that they will continue to lodge complaints with relevant departments.

  In 2001, Li Jinkui, then deputy director of the Anti-Corruption Bureau of the Taihe County Procuratorate of Fuyang City, was involved in a "major crime-related case." He was accused of being an umbrella of evil forces and instigated his brother Li Jinquan and others. After Tao Xiaoxia, a deputy to the People's Congress of Fuyang City, learned of the case, she reported relevant issues to the authorities in accordance with the law. Unexpectedly, her husband Zhang He was also detained as an accomplice.

  Since then, the case was upgraded to an anti-triad case, and the number of people involved soared to 16.

On the eve of the first instance, 21 witnesses were taken away for questioning by public security investigators, and one of them was criminally detained by the public security organ for perjury.

  In the summer of 2002, 22 NPC deputies from Shandong, Hubei, Henan and other places jointly filed a letter on this case, and in August of that year, they were approved by the Standing Committee of the National People’s Congress.

Since then, the case was transferred to the Yingjiang District Court of Anqing City for trial.

On August 8th of that year, this sensational anti-criminal case came to an end: 15 criminal suspects were released in court for “minor circumstances, no prosecution”; Li Jinquan was convicted of intentional injury and sentenced to six years in prison. Months.

Li Jinquan’s brother Li Jinkui was convicted of illegal possession of a firearm and sentenced to one year and six months’ imprisonment for confiscating a damaged shotgun without firing pin at his father-in-law’s home.

  After the verdict, Li Jinquan and others continued to appeal, but they were all rejected.

  After 18 years, a turning point suddenly appeared.

In April 2019, the 14th Supervision Team of the Central Anti-triad and Evil Action Group moved into Anhui. Based on the clues provided by Li Jinkui and others, the supervision team decided to restart the investigation of the case.

  One month after the resumption of the investigation, the suspected real culprit emerged.

According to the confession of the criminal suspect Xiao Qingyun, the hacking case was caused by his funding and instigating others to hire a murderer, and with the "help" of the public security brigade policeman Xiao Keyin, he successfully framed Li Jinkui and others.

  Xiao Qingyun, 60, is a native of Hu Zongxiang. He worked in Taihe County Medical Station in his early years and later established Fuyang Minsheng Pharmaceutical Company. He knew both Li and Liu.

According to the case file, according to Xiao Qingyun’s confession, at the time of the incident, he had invested 10,000 yuan to instruct his employee Xu to hire someone to sneak into the hospital late at night to kill Liu Xiayi and his wife.   During the follow-up police investigation, Xiao Qingyun lied that he was working in Shanghai and never returned to Fuyang.

It is worth noting that in Xiao Qingyun’s confession, he stated that before deciding to kill people in the dark night, he had asked Xiao Keyin, a police officer in the public security brigade responsible for handling the conflicts between Li and Liu’s family, to inquire about the progress of the case and the location of Liu Xiayi’s ward.   In order to prevent the matter from being revealed, Xiao Qingyun once asked Xiao Jun, the then head of Taihe County, to "greet" Liang Junqing, then deputy director of the Taihe County Public Security Bureau, and cleared his relationship during the investigation, and sent benefits to Liang several times since then. .

  Considering the significant impact of the case, the Taihe County Public Security Bureau decided to set up a "2.27" task force to investigate the case, with Liang Junqing as the team leader and Guo Taifeng and Zhang Zheng to participate in the investigation.

However, after being detained, Li Jinquan and Guo Wei have never made a confession of guilt, and the investigation of the case has reached a deadlock.

  Liang Junqing and others went to the Fuyang City Public Security Bureau to report on the preliminary investigation of the case on March 13, 2001, hoping that the Fuyang City Bureau would send personnel to intervene in advance.

On March 18, 2001, in accordance with the arrangement of the leaders of the Fuyang City Public Security Bureau, Wu Qihu, then head of the Mobile Brigade of the Criminal Police Detachment, and Zeng Zhaokun, a staff member of the Brigade, intervened in advance.

  Afterwards, Wu Qihu, Liang Junqing, Guo Taifeng, Zhang Zheng and others took Li Jinquan to the interrogation room of the Interpol Detachment on the second floor of the West Public Security Bureau of Fuyang City by means of remote detention. They were beaten, threatened, and illegally used weapons. The methods of corporal punishment or disguised corporal punishment, such as using equipment, restricting diet, and restricting rest, forced the two to make a confession of guilt.

  After breaking through the two, at the request of Liang Junqing and others, the Fuyang City Public Security Bureau also established a "2.27" task force, with Yang Huajie as the team leader and Wu Qihu to arrange the interrogation work.

This is the first time the case has been raised for investigation.

  In the process of continuing the investigation, Yang Huajie and others based on the statements of Liu Xiayi and other victims and the guilty confession of Li Jinquan, delineated other persons involved in the case, and successively challenged Zhang Qingyu, Ning Chao, Zhang He, Xiao Wei, Yao Gang, etc. Many people have adopted compulsory criminal detention measures and used the same torture methods, combined with confession and inducement, to force the confession of the so-called criminal facts.

  In order to further expand the impact of the case, the Fuyang City Public Security Bureau used the "2.27" case to be involved in crime and crime, and Li Jinkui, then deputy director of the Anti-Corruption Bureau of the Taihe County People's Procuratorate, was used as the organizer and "protective umbrella" behind the "2.27" case. , Made a report to the Anhui Provincial Public Security Department.

  When Li Jinkui was detained in the interrogation room of the Criminal Police Detachment of the Hefei Public Security Bureau, he was also forced to admit the so-called facts of the crime.

During the investigation of the case, Li Jinkui and Li Jinquan repeatedly retracted their confessions, and at the same time accused them of being tortured by the public security organs. For this reason, Yang Huajie, Wu Qihu, Zhang Zheng and other investigators took them outside the detention center and used torture to extract confessions again. Obtain guilty confessions.

  The Paper noted that in the process of investigating the case, a number of persons involved and their close relatives had provided the police with evidence of their alibi and clues that the real murderer of the case had someone else. However, Yang Huajie and others may regard the witnesses as relatives of persons involved in the crime.   For many years, the Li Jinquan brothers have been tortured to extract confessions through different channels, but they have not been filed. Until 2019, the real culprit Xiao Qingyun confessed during the investigation that he was the real culprit of the "2.27" case, and the grievances were revealed.

  The Dongzhi County Procuratorate believes that Guo Taifeng, as an ordinary case handler, played a secondary role in a joint crime and was an accessory. Therefore, the Dongzhi County Procuratorate decided not to prosecute Guo Taifeng in accordance with the second paragraph of Article 177 of the Criminal Procedure Law.
