The murderer in Xiuning County, Anhui Province was accused of not being put in prison, and the local political and legal commission intervened in the investigation

On the 14th, Cheng Xinping, a family member of the victim, revealed that this morning, the Xiuning County Judicial Bureau had found relevant personnel through the secretary of the township party committee to talk to and is investigating the matter.

  In 1995, due to a housing dispute, Wang and his son died after wounding Cheng Meizhi.

In 1996, after a retrial by the Xiuning County Court, Wang and his son were sentenced to 14 and 12 years in prison respectively.

However, the victim’s family said that he saw Wang’s son return to the village to live as early as 1996.

  On September 13, the Political and Legal Committee of Xiuning County Party Committee in Anhui Province notified that it would conduct a comprehensive investigation into the above incident.

Injured to death due to contradictions in building a house

  The incident occurred in Banqiao Village, Banqiao Township, Xiuning County, Anhui Province.

  Cheng Xinping said that on the morning of August 1, 1995, when Cheng Meizhi went to the toilet, he found that Wang's father had hired workers to build a house near his home, and the two sides had an argument.

  During the dispute, Wang and his son successively injured Cheng Meizhi with a rebar.

After being sent to Huangshan City People's Hospital, Cheng Meizhi died of ineffective rescue.

  Prior to this, the two had already gone to court for a time due to a dispute over the foundation.

Around 1994, Wang wanted to build a house near the Cheng family’s old house. As a result, the two parties had a dispute. The Xiuning County People’s Court later judged that Wang’s house building was legal.

  After the incident, the Cheng family reported to the Xikou Police Station in Xiuning County.

On December 21, 1995, the Xiuning County People's Court made a first-instance judgment. Wang and his son were sentenced to 12 years and 10 years in prison for the crime of intentional injury (to death), and to compensate the Cheng family with 17,000 yuan.

  The Huangshan City Intermediate People's Court found that the facts of the case were clear and the determination was accurate, but the sentencing was light.

On August 19, 1996, the Huangshan City Intermediate People's Court issued a criminal ruling and ordered Xiuning County People's Court to retrial.

  The Xiuning County People's Court held that the methods of Wang and his son were cruel, the circumstances were bad, and the consequences were serious. The original sentence imposed a lighter sentence on the two defendants and should be appropriately punished.

  On November 11, 1996, on the basis of the original sentence, Wang and his son each added a two-year sentence.

The two refused to accept and filed an appeal.

On December 12 of the same year, the Huangshan City Intermediate People's Court ruled to uphold the original sentence.

Have not been in jail while on parole

  Cheng Xinping said that after the verdict, Wang did not go to prison for a day. “He said it was a kidney stone. He was on parole for medical treatment. He started shopping for vegetables on the street, then worked in Hangzhou. He went home every holiday, got married and had children.”

  Cheng Lieping, Cheng Meizhi's younger brother, said that after consulting with a lawyer in September last year, his family went to the court to retrieve the medical parole issued by Xiuning Detention Center from the file.

  Since 1996, Cheng Xinping has seen Wang in the village every year, “It started at night and then went home during the day after three to five years.”

  A local villager also said that he had seen Wang at the station. At that time, Wang was supposed to be serving his sentence. “He was driving home by car, and he might be sending something to his mother.”

  Later, the above-mentioned villagers heard that Wang was working outside and setting up a family, "I am still wondering how can I still get married and have children after serving his sentence?"

  Cheng Xinping learned that Wang's father later commuted his sentence by 5 years and was released after serving 9 years.

Several villagers said that they had seen Wang's father in the village in recent years, and he is currently bringing children at home.

  On the morning of the 14th, a reporter from the Beijing News called the Jiucheng Prison Administration Branch of Anhui Province. The other party said that the incident was under investigation and it was inconvenient to disclose on the phone.

The Political and Legal Committee of Xiuning County Party Committee intervened in the investigation.

  According to previous reports from Nanjing media, on August 12, 2003, the Anhui Provincial Prison Administration issued an "inquiry result about the prisoner Wang's sentence," clearly mentioning that Wang was judged by the Huangshan Intermediate People’s Court in the final instance. Because of hydronephrosis in his left kidney, he was not sent to prison.

  The Xiuning County People's Court and the Huangshan City Intermediate People's Court have not found relevant materials about Wang's medical treatment outside.

The Jiucheng Prison Management Bureau of Anhui Province stated that Wang had never been put in prison and no record of his sentence was found in the prison files.

  At present, the Cheng family has submitted all the materials to the judiciary. Cheng Xinping said, "I trust the government and the law, and I can definitely help solve it."
