  3. Main plot/theme/narrative: Focus on one or more underrepresented groups, such as women, racial or ethnic groups, LGBTQ+ groups, people with cognitive or physical disabilities/deaf-mute people.

  2. Creative leadership and project team:

  3. The overall composition of the crew: At least 30% are from underrepresented groups, such as women, racial or ethnic groups, LGBTQ+ groups, people with cognitive or physical disabilities/deaf-mute people.

  3. Industry access and opportunities:

  1. In terms of paid apprenticeship and internship opportunities, the film’s distribution or capital injection company has paid apprentices or interns from the following under-represented groups and meets the following requirements: women, racial or ethnic minorities, LGBTQ+ groups, People with cognitive impairments or physical disabilities/deaf-mute people.

  Major mainstream film companies/distribution companies have substantial and ongoing paid apprenticeship and internship positions in most of the following departments, including underrepresented groups (must include underrepresented races): production/development , Actual production, post-production, music, visual effects, procurement, business, distribution, marketing and publicity.

  Small mainstream film companies/distribution companies or independent film companies/distribution companies have at least two of the following departments with substantial and ongoing paid apprenticeship and internship positions (at least one includes under-represented races): Production /Development, actual production, post-production, music, visual effects, procurement, business, distribution, marketing and publicity.

  2. In terms of training opportunities and technical development (crew personnel), the film production, distribution and/or capital injection companies provide training and/or job opportunities in offline professional technical development for the following underrepresented groups: women, Ethnic minorities or ethnic groups, LGBTQ+ groups, people with cognitive disabilities or physical disabilities/deaf-mute people.

  4. Audience expansion:
