  • Planned to be a large-scale shopping area, Open Sky has not been unanimous since its launch.

  • The ecological mayor of Valbonne, Joseph Cesario, hopes the abandonment or the modification of the project.

Since the start of his mandate as mayor of Valbonne, the ecologist Joseph Cesaro has been trying to get the Open Sky project - a 59,900 m2 complex made up of shops "specializing in personal and household equipment", to be abandoned. a hotel (10,000 m2), offices (20,000 m2) and spaces dedicated to culture and leisure - supported by the Compagnie de Phalsbourg.

After trying to suspend the case by integrating it into the moratorium on commercial areas decided by Emmanuel Macron, in vain, Joseph Cesaro continues today to mobilize the actors of the project.

Joseph Cesaro takes stock of

this thorny issue.

At the beginning of July, you mentioned your wish to bring together all the partners involved in the Opensky project.

What about in September?

I took advantage of the two summer months to see them.

I have twice met Philippe Journo, the president of the Community of Agglomeration of Sophia Antipolis (Casa), the prefect of the Alpes-Maritimes and the office of the Minister of Territorial Cohesion.

For the moment I am in expectation.

I asked the prefect to organize a meeting between the prefect of the town, the urban community and Philippe Journo.

Because there are administrative quirks in the file.

We no longer know who is responsible for the decisions.

There are no more principals.

In July, you said you wanted to "shut down" the mall.

What are your expectations for this area?

I want us to succeed in coming to an agreement with the Phalsbourg Company on compensation so that he abandons the project.

Or we resize it.

I want what we do to be compatible with the population.

Philippe told me that he was not opposed to abandoning the project if there is indeed compensation and that he was also open to a resizing of the project.

If the abandonment of the project finally collapsed, what new version of Opensky would you like?

I am not opposed to there being shops since at the gates of Valbonne there are already some.

We can imagine creating a campus for environmental professions.

There could be a buffer car park for those going to the area.

They could park there and then use the bus-tram or electric vehicles that would be installed.

Have the sites resumed there?

Philippe Journo filed a declaration to reopen the site, but it lacks ten hectares.

He started it informally.

I'm going to send him a letter to tell him that his statement falls flat.
