Complementary health insurance will have to pay an “exceptional contribution” of 1.5 billion euros over the next two years.

These costs must compensate for their profits related to the health crisis, this Thursday, according to concordant sources.

Discussed since June and acted in early August, this measure was presented by the government as "a recovery of amounts that have not been disbursed", in particular because of the fall in health expenditure during confinement and care. 100% by Health Insurance for certain acts (teleconsultations, screening tests).

Its amount was announced at the end of the day by the ministers of Health, Olivier Véran, and Public Accounts, Olivier Dussopt, during a meeting with representatives of the federations of mutuals, insurance and provident institutions.

An amount paid in 2021 and 2022

According to a second source, "this contribution will be based on the TSA" (additional solidarity tax) levied on the contributions and its terms will be included in the next budgets of the Social Security.

The balance to be paid in 2022 will however have to be "revised according to the real gains and the costs observed", added a third source.

Indeed, the “pot” of complementary health has been revised downwards, to 2.2 billion euros, against 2.6 billion advanced by Bercy in early August.

A fourth source predicts, however, that "this figure will be discussed until the end".
