Zhangjiakou, Hebei, a cancer farmer woman Wang Xiumei and her husband with atrophy of cerebellum in Yangyuan County, originally depended on subsistence allowances and their children to support them. Due to the sudden excess loans and overdue payments under their names, the subsistence allowances were suspended and put on the credit "blacklist."

After the local villagers learned of this, they went to the bank to check whether they had loans in their name, and the list of "loaned" was also revealed one after another.

So why are so many villagers "being loaned" inexplicably?

  On September 3, Yangyuan County issued an official response to this matter.

In response, Yangyuan Rural Commercial Bank immediately initiated an emergency response to public opinion and established an emergency leading group to investigate and verify the problems reported by the media.

The Zhangjiakou Audit Center of Hebei Rural Credit Cooperatives Union also sent a working group to Yangyuan Rural Commercial Bank to verify the matter again.

  Li Yonggang, chairman of Hebei Yangyuan Rural Commercial Bank, said that as of June 17, 2020, the loan of Wang Xiumei and his wife had been fully paid off, and the couple had no bad credit records under their names, and they had all been revoked.

  Li Yonggang told the Voice of China reporter that on June 28, 2020, Yangyuan Rural Commercial Bank had transferred the case to the Yangyuan County Public Security Bureau for “suspicion of loan fraud”. The public security organs have opened a case for investigation and Jiang Zhixiang has been arrested.

On July 2, 2020, Jiang Zhixiang was "double-opened" by Yangyuan Rural Commercial Bank for suspected criminal offences, and other relevant persons were also held accountable.
