The municipal decree published on Monday applies from this Tuesday in Cannes, until August 31. By this text, the mayor David Lisnard (LR) imposes the mask in private enclosed spaces, such as building halls or seasonal rentals in case of regrouping. The obligation concerns "all closed private or collective public places", indicated Thierry Migoule, chief of staff to the mayor of Cannes, citing "elevators, corridors, meeting places".

The municipal decree "gives a legal basis to the trustees, who can give us the authorization to enter private property". “We know, for example, that [seasonal] rentals sometimes give rise to groupings. So the municipal police and the national police will be able to intervene at the request of the trustees, ”added Thierry Migoule.

Physical distancing problem

The decree is based, according to the town hall of Cannes, on the opinion delivered on Saturday by the High Council of Public Health, which recommends the systematic wearing of the mask when physical distancing is not respected. It is based on the general code of local authorities which deals with the “powers of the mayor in the event of epidemic and contagious diseases”.

The town hall also insists on “the incidence rate which is rising in the Alpes-Maritimes. By the end of the week we should cross the bar of 50 cases per 100,000 inhabitants ”.

Five municipal decrees since the start of confinement

The town hall sent the order to the prefecture for a "legality check". Contacted by AFP, the prefecture of the Alpes-Maritimes was not available Tuesday at midday.

Since the start of confinement, the mayor of Cannes has taken five orders, making the wearing of a mask compulsory in shops, transport and taxis.
