Since the school centers were closed in March, the Government has shown itself incapable of ensuring the right to Education for the almost 10 million students throughout the national territory. Parents, teachers and students agree that online teaching has been, in most cases, a resounding failure , that the reinforcement classes planned for the summer have not worked due to the refusal of many teachers and that the policy of lifting the hand at the time of the evaluation will cause dysfunctions and level differences that will affect the academic performance in the next courses. In addition, in these months the unavoidable gaps between families have become evident - depending on their resources to defray the costs of educationonline -, between centers -private, concerted or public have offered different services- and between teachers -reluctant in many cases to collaborate and change their usual routines and way of working-.

But the concern of the educational community is now on the next course, which will begin in just three weeks. Unlike what happens in countries like France and Germany , where students have long returned to the classroom safely, in our country, the Government and the autonomous communities continue to improvise the protocols that ensure the safe return to classrooms for teachers and students . No one doubts that the chaos has been caused by a negligent action by the Ministry of Education, whose head, Isabel Celaá, has changed her criteria up to six times on issues as decisive as the ratio of students per class, the use of masks and distance between students, and presence or not in classrooms. The appearance of new infectious outbreaks and the implementation of the prevention measures agreed last week between the Government and the CCAA will imply, according to this newspaper, new changes in the document released by the Ministry on June 22, adding one more dose of uncertainty to the situation . Those responsible for the ministries of Education and Health will have to decide, before the Conference of Presidents that the Government and communities will have at the end of the month, which protocols to implement, as if the mandatory nature of the masks will also affect the Infant and Primary courses , now exempted . If the recommendation not to hold meetings of more than 10 people is compatible with the ratio of 25-30 students per class existing now. And yes, as Celaá promised, the education will be 100% face-to-face or the students will have to take turns and receive part of the distance instruction . The directors of the centers and the counselors of Education have already warned that it will be necessary to invest in the adaptation of new spaces to turn them into classrooms and teachers, in case the student groups split.

Despite the time they have had, neither the Government nor the communities have planned to return to the classroom. It is absolutely unacceptable that, given the imminence of the start of the course, improvisation continues and both parents, students and teachers do not know for sure if they will be able to start classes and under what conditions .
